, ' S •rin •Lake Park — Blaine — Mounds View <br /> Memorandum of Understanding <br /> F a� , y <br /> �A4 O <br /> RE: Fire Inspection Services for the City of Mounds View <br /> Purpose: V`. <br /> This memorandum of understanding outlines the agreement between the Spring Lake Park Fire <br /> Department Inc. (Fire Department) and the City of Mounds View specific to the City of Mounds <br /> View contracting with the Fire Department to provide Fire Inspection Services. <br /> Method and Liability: <br /> The Fire Department will provide said services using certified fire inspectors/marshals who will <br /> be employees of the corporation thus ensuring all insurances and tort immunity provisions are <br /> in force. <br /> Rate: <br /> The Fire Department will provide fire inspection services for a flat rate of$50 an hour. All <br /> components of fire code inspection and enforcement; training, certification, code books, <br /> vehicle, uniform, correspondence, etc. are inclusive in the rate except scheduling. The rate <br /> shall be based on quarter hour increments and any travel time shall be included with starting <br /> location of Fire Station One located at 1710 County Highway 10. <br /> Scheduling: <br /> The City of Mounds View, in communication with the Fire Department, will schedule <br /> inspections based on inspector availability as determined and agreed upon in advance. The <br /> inspector will schedule all re- inspections. <br /> Scope: <br /> All commercial, industrial, assembly, storage properties and Multi-Family properties with more <br /> than 4 units would be inspected on a regular basis using the current/historical rotation <br /> schedule which is based on the principle of the higher the hazard, the more frequent the <br /> inspection. For example, assemblies and manufacturing with hazardous chemicals or <br /> operations would be inspected yearly. Low hazards would be inspected every 3 to 5 years. <br /> The scope does NOT include any residential or multi-family units with four or less units. <br /> The scope does NOT include plan review for new construction, new alarms, or new suppression <br /> systems. However,this can be provided at the same hourly rate. <br /> The scope does NOT include appeals process time and preparation which would be billed in <br /> addition. We have had one appeal in Mounds View the past 19 years which took an estimated <br /> 6 hours of additional time; preparation for the hearing and the hearing. The appeal did NOT go <br /> to the state level or to court. <br />
