RESOLUTION NO. 8188 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> APPROVING A REVISED 2014 PAY PLAN FOR NON-UNION <br /> EMPLOYEES CONSISTENT WITH A COMPENSATION STUDY <br /> CONDUCTED BY SPRINGSTED, INC. <br /> WHEREAS, at its meeting on February 25, 2013, the City Council authorized <br /> Springsted, Inc., to perform a market-rate compensation study to ascertain comparable <br /> wages; and, <br /> WHEREAS, Springsted, Inc., has concluded the study and the draft findings were <br /> reviewed by the City Council at its work session on August 5, 2013; and, <br /> WHEREAS, while some positions were determined to be receiving an adequate rate <br /> of pay, certain positions were determined to be receiving less compensation than the <br /> median maximum rate among previously identified comparable cities; and, <br /> WHEREAS, for certain positions, there were little to no data with which to compare <br /> and in these cases, a statistical line of best fit generating "predicted" pay was used; and, <br /> WHEREAS, a revised Pay Plan for 2014 was generated for non-union employees <br /> incorporating a revised maximum wage based on either the survey maximum or the <br /> predicted pay for positions deemed below market. <br /> NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City Council, in an <br /> effort to retain and attract dedicated, highly skilled and quality employees, does hereby <br /> approve the attached 2014 Pay Plan for non-union employees, assigning said employees <br /> to steps in the pay plan as appropriate as noted therein. <br /> Adopted this 9th day of December, 2013. <br /> -Joe Flaherty, Mayor <br /> ATTEST: <br /> James Ericson, City Administrator <br /> (seal) <br />
