RESOLUTION NO. 8210 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION REVISING THE POLICY FOR UNCLAIMED <br /> AND SURPLUS PROPERTY <br /> WHEREAS,the City Council originally adopted the policy on Unclaimed and Surplus <br /> Property (the "Policy") by approving Resolution 6217 on March 22, 2004; and, <br /> WHEREAS, the City Council reviewed the Policy at its Work Session on November <br /> 4, 2013, recommending certain changes to provide for flexibility in dealing with limited <br /> value property; and <br /> WHEREAS, in an effort to be more efficient and provide for the orderly removal and <br /> disposition of junk and broken equipment,the City Council has determined that changes to <br /> the Policy would be desirable. <br /> NOW, THEREFORE BE IT RESOLVED THAT the Mounds View City Council does <br /> hereby approve a revised Policy regarding Unclaimed and Surplus Property; replacing the <br /> Policy previously adopted in 2004 with the following language: <br /> 1. Personal Property. When personal property has lawfully come into the <br /> possession of the City in the course of its municipal operation, including the <br /> seizure or confiscation thereof by the police or by any other officer or <br /> employee of the city, and the property has remained unclaimed by the owner <br /> and has been in the possession of the city continuously for a period of 60 <br /> days, the City Administrator may order the property to be disposed of in <br /> manner consistent with this Policy. <br /> 2. Surplus Property. When city equipment, furniture, vehicles, etc. have <br /> been replaced or are no longer in working condition, the City Council may <br /> declare this property to be surplus. Property with a value less than $1,000 <br /> may be declared surplus by the City Administrator. <br /> 3. Disposition of Unclaimed or Surplus Property. Unclaimed or surplus <br /> property can be disposed of using the following methods: <br /> • Public auction <br /> • Direct sale to the public <br /> • Donation to a nonprofit organization or other governmental unit; <br /> • In the case of damaged property or property which has no significant <br /> value, the property may be recycled or disposed of as refuse. <br />
