<br />RESOLUTION NO. 4227 <br /> <br />. <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION ESTABUSHING A COMPREHENSNE TRAILWAYS <br />SYSTEM POLICY FOR THE CITY OF MOUNDS VIEW <br /> <br />WHEREAS, multi-use trailways is a very popular recreational activity for many <br />residents of the City of Mounds View; and <br /> <br />WHEREAS, adequate numbers of properly designed trailways increases the safety <br />of bicyclists, pedestrians and motorists; and <br /> <br />WHEREAS, there is a need to provide trailways on or off of streets to make use <br />as safe as possible; and <br /> <br />WHEREAS, the City of Mounds View is a connector city between trailway <br />systems of Anoka and Ramsey Counties, and linkages of neighboring communities of <br />Shoreview, New Brighton, Fridley, Spring Lake Park and Blaine. <br /> <br />. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Mounds View City Council <br />hereby adopts the following policies as part of a trailways system policy for the City for <br />the City of Mounds View to help promote safe bicycling: <br /> <br />1. A Trailways Advocacy Group (TAG) be commissioned to provide ongoing advice to <br />ensure the development and safe use of trailways in the City. <br /> <br />2. The TAG shall be made up of trailway users of the City of Mounds View plus <br />representation from the Parks and Recreation Commission and Planning <br />Commission. <br /> <br />3. The TAG shall work with the City Staff and other commissions in consideration of <br />street and other capital projects as they affect the trailway system map in the short <br />term. In the long term, the TAG shall help continue to advocate the safe use, <br />development and maintenance of trailways as per the TAG Goals and Objectives. <br /> <br />4. The City shall coordinate planning, construction and maintenance of a city-wide <br />system of trailways, combining on and off-road trails, with the purpose of <br />developing a networking route of trailways in the City which provide a linkage to <br />other neighboring trailways. <br /> <br />5. All new road construction, major street repair and striping on arterial and <br />connector streets of the City of Mounds View include, wherever feasible and safe, <br />the provision for appropriately marked trail lanes on one or both sides of the road <br />. or, where appropriate, off road trails. <br /> <br />6. Acquisition of land should be considered for the development of trailway corridors <br />when opportunities arise. <br />
