<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 4239 <br />Page 2 <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council hereby <br />intends to organize collection in accordance with Minnesota Statutes <br />115A.94, and intends to study all potential systems available, <br />weighing the benefits and detriments of each system. Based upon <br />these findings, the City will implement that system which is of most <br />benefit to its residents. <br /> <br />BE IT FURTHER RESOLVED that for the purpose of carrying out the <br />above intent, the Department of Public Works is authorized to <br />implement the following sequence of events: <br /> <br />1. Begin the required minimum 90 day planning period by <br />identifying system options to be considered, including, <br />but not limited to: bid contract by one hauler, bid <br />contract by district, organized collection by consortium, <br />and municipal collection. An "opt-out" system could also <br />be included in any of the above options, as well as study <br />of non-organized systems. <br /> <br />2 . <br /> <br />Establish standards and criteria of service in accordance <br />with Minnesota Statutes and the Ramsey County Solid Waste <br />Master Plan. <br /> <br />3. Solicit plans or proposals from currently licensed refuse <br />haulers and other interested parties concerning refuse <br />collection system configuration, and invite the assistance <br />of interested persons, including persons operating solid <br />waste collection systems, in the development of plans or <br />proposals for the organized collection system, including <br />the establishment of any system. <br /> <br />4. Conduct any public meetings necessary to discuss options, <br />standards, criteria, and proposals with interested <br />citizens, and encourage their response and comments, and <br />to invite refuse haulers or their representatives to such <br />meetings when deemed appropriate. <br /> <br />5. Evaluate all proposals during a 90 day discussion period, <br />to immediately follow the 90 day planning period as <br />described above. This evaluation shall include <br />discussions with those licensed haulers operating in the <br />City who express an interest. <br /> <br />6. <br /> <br />Submit to the Council for its consideration any <br />recommendations for an organized collection system upon <br />the expiration of the 90 day discussion period, unless the <br />city and all currently licensed refuse collectors agree to <br />the recommended plan prior to that date. <br />
