<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 4289 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />A RESOLUTION REQUESTING AN INCREASE IN THE CITY'S MUNICIPAL STATE <br />AID ROAD SYSTEM DESIGNATION TO 25% OF THE CITY'S ROAD SYSTEM <br /> <br />WHEREAS, THE 1992 Minnesota Legislature established a Ramsey <br />County Local Government Services Study Commission (RCLGSSC) to <br />"report on the advantages and disadvantages of sharing, <br />cooperating, restructuring, or conslidating..." activities in <br />five areas of public service including: public health, <br />attorney's functions as they relate to criminal law, libraries, <br />public works, and police communications, crime lab and <br />investigative functions; and <br /> <br />WHEREAS, the composition of the twenty-five member <br />commission was diverse, including a balance of public and <br />private, and st. Paul and suburban interests; and <br /> <br />WHEREAS, the Commission's recommendations concerning public <br />works includes adoption of a plan for functional consolidation of <br />roadways within Ramsey County; and <br /> <br />WHEREAS, the Consolidation Plan provides for <br />reclassification of roadways and corresponding changes in <br />jurisdiction including trunk highway turnbacks from the State to <br />Ramsey County and transfer of local and State Aid roadways <br />between the County and municipalities; and <br /> <br />WHEREAS, the Plan also provides $3.13 million for the <br />improvement of roadways to acceptable levels prior to <br />transferring jurisdiction over roadway segments from Ramsey <br />County to municipalities; and <br /> <br />WHEREAS, the Plan also provides for establishment of <br />appropriate County State Aid Highway and Municipal State Aid <br />designations; and <br /> <br />WHEREAS, the Plan causes operations, maintenance, service, <br />and financial impacts to municipalities within Ramsey County. <br /> <br />NOW, THEREFORE BE IT RESOLVED that the City of Mounds View <br />requests that the Commissioner of Transportation increase the <br />portion of its municipal roadway system that is eligible for <br />
