<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 6060 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION APPROVING A VARIANCE FOR A REDUCED FRONT-YARD <br />PARKING LOT SETBACK OF 2-FEET AT 2402 COUNTY ROAD I, REQUESTED BY <br />PROPERTY OWNER STEVE FARRELL; PLANNING CASE VR03-004 <br /> <br />WHEREAS, property owner Stephen Farrell has applied for a variance from the <br />front yard parking lot setback requirements to allow for a parking lot expansion to within <br />two (2) feet of Greenfield Avenue right of way at 2402 County Road I; and, <br /> <br />WHEREAS, 2402 County Road I is zoned B-3, Highway Business Commercial, <br />and is legally described as follows: <br /> <br />Lot 30, Block 3, Greenfield Plat 2, Except the North 10 Feet thereof,' <br />County of Ramsey, State of Minnesota <br /> <br />WHEREAS, the Mounds View Planning Commission has reviewed the following <br />documents regarding this proposal: <br /> <br />1. Planning Application <br />2. Zoning Map <br />3. Location Map <br />4. Site Plan <br />5. Staff Report <br /> <br />WHEREAS, a public hearing was held by the Planning Commission on <br />Wednesday, July 2, 2003, regarding this variance request; and, <br /> <br />WHEREAS, the approved front yard parking lot setback for this lot is ten (10) <br />feet and the parking lot is actually eleven (11) feet from the Greenfield Avenue right of <br />way; and, <br /> <br />WHEREAS, Mr, Farrell would like to add two additional parking stalls to his lot to <br />alleviate parking difficulties and to limit the amount of on-street parking occurring on <br />Greenfield Avenue, however such an expansion would require a reduction in the <br />approved setback to two (2) feet; and, <br /> <br />WHEREAS, the purpose of the variance provision in the Zoning Code is to give <br />relief to property owners when the strict enforcement of the zoning code requirements <br />imposes a hardship thereby restricting the improvement of property due to practical <br />difficulties brought about by unique or extraordinary features of the physical property <br />that are beyond the property owner's control; and, <br />
