Aleo <br />present were Director of Parks and RecreaGion � <br />Doug Bryant and resident Peter Hnwkins, . <br />Approval of Minutes: <br />2/28/74 <br />Spring I.ake Recommendatfon - <br />St. Paul Water Works � �-�� <br />Property <br />Motion by Commiesior.�r Peternon and aeconded by <br />Co�issioner Haake to approve the minutea of the <br />Februaxy 28, 1974 meeting. The motion paseed <br />unanimously. <br />Ct�airman Baumgartner introduced Mounds View <br />resident Pater Hawkins who preeented ideas for <br />development and improvement of the property South <br />and East of Silver Lake Road along Spring Lake <br />Road and County Road I. <br />Mr, Hawkins expre�sed concern about the St, Paul <br />Water Works water main as a potential hnza�rd. �fbrs ��� <br />drive over the main whan launching boats and <br />ille�lly parking. In addition,he etated thnt the <br />area fiad bec�e an uncontrolled mets: apeeding <br />traffic, no lighting, poor stop sign, eyesora. poor <br />feaeing, illagal parties, unliceneed motor vahicles, <br />and overall a catch all for mischiewus behiaeLOO:. <br />Cfiairman Bnumgartner poi�nroa�l out tliat the property <br />being discuesed was not owned by the City. He <br />added that the property belonged to St. Paul Water <br />Worka and privata hane ownera and therefore there <br />was no set method to deal with the problems. <br />Mr. Hawklna recomnended the area be improved as a <br />ecenic, aesthetically landscaped area.
