MINNISOfA'�U5112 <br />June 15, 1977 <br />City Council <br />City of Mounds View <br />2tiGi iiiyilWay iG <br />Mour.ds View, b7innesota 55112 <br />Re: Silver View Park Site Acquisition <br />Attention: Marl: Achen <br />Members of the Council: <br />We have met and have had several discussions with the <br />representatives of �the ocaners of ��he t7 & E Realty Company <br />relative to the acquisition o° addi.tional property for the <br />Silver View Park addi;ion, :9e have app'_ied for a grant to <br />acquire 19 acres oL- nroperty and o:e have had the property <br />appraised -ut.$6�00 an acre or a total oL- $123�500, It is my <br />understanding that our gra.�;: is based on $123,500, of which <br />amount the City's snare cvill b� approximately $31,000. <br />In�addition, we have expressed some interest in acquir- <br />ing an additional parcel o£ land in the neighborhood of 12 <br />additional acres. This additional parcel will supplement <br />the park property and can also be utilized as a holding ponci <br />for the storm water system. We have attempted ko negotiate <br />the acquisition of tl�is additional property for the original <br />$123,500 on the theory that the acquisition by the City will <br />benefit the balance of the property to be retained by the <br />owners. This benefit �aould be in the form of perpetual main- <br />tenance by the City for its park and holding pond facilities, <br />but woLld provide certain open sPace advantages for the abutting <br />development. Although tIie owners havic expressed some interest <br />in this, a£inal agreement has not been reached. In addition <br />to the $123,500 payment, the owners indicated they wanted the <br />City to install certain roads and utilities at no cost to the <br />owner and tnat the park fund dedi�ation be waived. These con- <br />flitions appear to be prohibitive and would probably not be <br />acceptable by tha staff, the involved commissions and the council. <br />
