MEMO T0: Mark ...A <br />FROM: Brute t�f� <br />❑GTFe danuarv 76. 1978 <br />^ RE: Lakeside Park Comnission <br />After reviewing the current status and past history of the Lakeside Park <br />Comnission, the following has come to light: <br />1. Lakeside Park is an extremely valuable community resource as it <br />presently is the only lake frontage available for aquatic activities <br />serving the City of hbunds View and Spring Lake Park. In addition <br />it is the only park that provides t?nnis courts, tot lot, ballfields <br />and picnic area for family programm9ng. <br />2. The existing Lakeside Park Commission is not operating as effective <br />as it possibly could be due to: <br />a. Poor attendance at Commission meetings <br />b. Lack of professional expertise <br />c. Apparent dissension amongst existing members <br />3. There is no tong range goals or master ptan developed for Lakeside Park. <br />4. Attendance at Commission sponsored programs has dropped in recent years. <br />5. Operating costs are increasing yearly. <br />Nith the afarementioned criteria in mind, staff would recomrend the following <br />� plan of action for the development and upkeep of Lakeside Park. <br />7. Chapter 50 of the hbunds View municipal code should be reviewed and <br />updated by the City Councit. <br />2. The Lakeside Park Commission should remian the "gover�iing authority" <br />over Lakeside Park with the following board makeup: <br />a. Park and Recreation Directors from Spring Lake Park and Fbunds View <br />b. City Councilperson from each city <br />c. A representative from each City Park and Recreation Commission <br />d. One member at large from each community <br />Each of the Commissioners would be official appointees from their respective <br />City Councils. <br />The Commiss5ons role would be official appointees from their respective <br />City Councils. <br />The Commiss5ons role would be policy and advisory oriented with legal authority <br />remaini�g with each respect5ve City Council. <br />3. One municipality or county shouid be appoSnted as the respor.sible agent <br />for overseeing the d�y to day operations of Lakeside Park to include, <br />maSntenance, program and long range DlannSng. <br />.� <br />
