Mzmo to Mark -2- January 76, 1978 <br />After speaking with each of the respective agencies the followin9 was found: <br />a. Spring Lake Parks, staff and Park Commission felt that they were ,.y. <br />not in a position to assume the additional work load at this tin� <br />unless additional staffing and monies were allocated. <br />b. Anoka and Ramsey County s�aff stated that they did not `eel <br />Lakeside Park would conform with their existing criteria for <br />County Park land, i.e. size, regional significance and type of <br />facilities. <br />c. Mounds View staff feels that they could manage Lakeside Park with <br />existing staff personel if a mutual�y agreeable financial arrangement <br />was adopted, by the respective City Councils. <br />At this time the issue of which agency is best equiped to manage Lakeside Park <br />is debatable, but the need to designate one responsible agent would appear <br />eminent. <br />4. A listing of long and short range goals should be developed based on <br />a comprehensive Master Plan that should be developed and adopted by <br />the respective City Councils and Lakeside Park Commission. <br />5. A needs assessment study should be completed to determine and insure <br />community input for future progrartming and developmEnt directions. <br />6. Budgetary matters shoutd be the responsibility of one agency in <br />conjunction with the Lakeside Park Commiss�on and City Councils. By <br />hav9ng on �es.ible for f� �a# n=a�N��°�; ciany of the existinGg <br />budgetary prob�Tems could be reduced i�.e. insurance> advertising, <br />workmans compensation and park maintenance. <br />7. A community task force should be created to exainine the existing fees <br />and charges structure. Possible areas to be re-examined are: <br />a. Examine existing concession profit and loss structure <br />b. Increase present swimnin9 instruction cost <br />c. Possible yearly permit fee for families, car parking, etc. <br />The next Lakeside Park Commission meeting will be Thursday, February 9 at <br />7:00 p.m. at Spring Lake Park Community C°nter. <br />The Lakeside Park Commission will be loaking for City Council and Staff input <br />at that time. <br />Feel free to 9ive me call to discuss this matter further. <br />� - <br />
