MEt� T0: Parke 6 Recrea[ion Co�issionera <br />FROM: Staff <br />DATE: Mazch 29, 1978 <br />RE: City Wide Nureery <br />Staff has been attending numerous meetings during the paet 2�nths <br />wi[h neighboring municipali[Ses exploring the possibility of a joint <br />tree nureery program under the direc[ion of the Twin Citiee Tree Txue[. <br />The Twin Citiea Tree Truet ie a private, non-profit, Minnesota corpora- <br />tion opera[ing environmental improvement proiecta in the metropoli[an <br />area. The majori[y of their work to date has been in urban reforestation <br />through cooperative municipal nurserlea. <br />After reviewing [he 1Win Citiea Tree Truet pas[ operatlona, the Parka <br />and Recreation Departments have made verbal commitmente to the concept <br />of a joint nuraery program. <br />The nuraery would be located at [he Poplar Lake site which is located <br />appro�d.mately 1/4 mile south of County Road 7 on Turtle Lake Road in <br />White Bear Tocmahip. The soil is slighely acidic sandy loam which is <br />ideal for proper root development ard excellent for removal. The final <br />size of the nursery is contingent upon the individual municipal [ree orders <br />bu[ we are looking at approximately 5 acrea in size. <br />I have enclosed a memorandim from Twin Cities Tree Trust da[ed February <br />16, 1978 ahich ou[linea [he basic cos[s involved to make the operation <br />go this first year. Aa can be noted the coses will be approximately <br />$700.00/municipality or $3,500.00 total based on 5 communities. The <br />5 communities that have been ten[etively co�itted include, Mounds View, <br />Shoreview, New Brighton, St. M[hony and Maplewood. <br />In addition [o the initial $700.00 capital ou[lay, the present agreement <br />with Ramsey County vhich ie the ower of the si[e is [hat each munici- <br />pality must donate 1X of their [rees to :�s Coun[y in lieu oi rent. <br />The need for reforeatation ir. the City looms ever larger, as we have <br />removed 2065 diseased trees in the past 4 years. ... <br />� . ..:..�:.i�::-.�; <br />The potential of the nuraery is endles�, from replan[ing neighborhood parke <br />to making them available [o residenta on a reduced charge. <br />Ae there are no monlea allocated for this expenditure in the 1978 budget� <br />etaff reco�ends [hat $1,500.00 be set aside from the park and playground <br />fund; to pay Mounds View's ini[ial first year cost and to order $800.00 of <br />tree atock to begin our nursery. <br />� <br />
