MEt� T0: Parke 6 Recrea[ion Co�issionera FROM: Staff DATE: Mazch 29, 1978 RE: City Wide Nureery Staff has been attending numerous meetings during the paet 2�nths wi[h neighboring municipali[Ses exploring the possibility of a joint tree nureery program under the direc[ion of the Twin Citiee Tree Txue[. The Twin Citiea Tree Truet ie a private, non-profit, Minnesota corpora- tion opera[ing environmental improvement proiecta in the metropoli[an area. The majori[y of their work to date has been in urban reforestation through cooperative municipal nurserlea. After reviewing [he 1Win Citiea Tree Truet pas[ operatlona, the Parka and Recreation Departments have made verbal commitmente to the concept of a joint nuraery program. The nuraery would be located at [he Poplar Lake site which is located appro�d.mately 1/4 mile south of County Road 7 on Turtle Lake Road in White Bear Tocmahip. The soil is slighely acidic sandy loam which is ideal for proper root development ard excellent for removal. The final size of the nursery is contingent upon the individual municipal [ree orders bu[ we are looking at approximately 5 acrea in size. I have enclosed a memorandim from Twin Cities Tree Trust da[ed February 16, 1978 ahich ou[linea [he basic cos[s involved to make the operation go this first year. Aa can be noted the coses will be approximately $700.00/municipality or $3,500.00 total based on 5 communities. The 5 communities that have been ten[etively co�itted include, Mounds View, Shoreview, New Brighton, St. M[hony and Maplewood. In addition [o the initial $700.00 capital ou[lay, the present agreement with Ramsey County vhich ie the ower of the si[e is [hat each munici- pality must donate 1X of their [rees to :�s Coun[y in lieu oi rent. The need for reforeatation ir. the City looms ever larger, as we have removed 2065 diseased trees in the past 4 years. ... � . ..:..�:.i�::-.�; The potential of the nuraery is endles�, from replan[ing neighborhood parke to making them available [o residenta on a reduced charge. Ae there are no monlea allocated for this expenditure in the 1978 budget� etaff reco�ends [hat $1,500.00 be set aside from the park and playground fund; to pay Mounds View's ini[ial first year cost and to order $800.00 of tree atock to begin our nursery. �
