The owners felt that the park charge <br />should be eliminated because of [he following reasons: <br />1. Proper[y in question had gone througA a zoning <br />change from general bosiness/shopning cen[er <br />die[rict and general high density residential to <br />light co�erciel, high density residen[ial. � <br />2. The zoning change cauaed an additional $30,000.00 <br />in planning costs. <br />3. Zoning thange caused delay in their building timeline. <br />4. The new zoning change made them subdlvide which <br />in [urn hrough[ on the park charge, <br />After the vlsi[or presenta[ion, [he Commisaion discusaed <br />the Park Dedication Charge es i[ relates [o the NorthcreaC <br />Park plo[. <br />Folloving the discussion; Commisaioner Haa'xe made a moti�n <br />to mcommend [o the City Council tha[ [he Northcrest Par& <br />Plot stwuld be assessed the full SOY Park Dedication fee as <br />outlined in Ordinance 42.13 Subdivislon 5. The motion was <br />seconded hy Co�issioner Fedor. 'Lhe mocion passed. <br />Ayes 4 <br />Nayes 0 <br />FYVe Year Staff distributed a memo ou[lining some questions and tu[ure <br />Capital Improve- problem areas that [fie Comnission should address. Staff and <br />men[ Plan Co�iasion then discussed [he value of a five year Capital <br />IoWmvem�nt Plan as i[ rela[ea to long range plans. <br />S[aff shoved [he Co�3ssion [wo e�camples of a long renge <br />Capital Impravement Plan that had been developed by <br />ne3ghborin� municipalities. <br />Following further diacussion a motion was made by Commissioner <br />Haake to direc[ sCaff to begin development plans for a <br />Compmhensive Park and Open Space Plan. The mo[1on was seconded <br />by Commissioner Coplin. The motion passed. pyea 4 <br />Nayee 0 <br />Acting Chairpetson Buxmeis[ez then recommended tha[ any <br />formal action should be tabled on the Five Year Capi[al <br />Impsovement Plan pending additional bacicgzound information. <br />Fence at Staff presen[ed a repor[ recommending tFat n 100' fence should <br />Groveland be ina[alled .
