Recxeation and Park agencies miest refocus and revise services [o emphasize <br />humen development, h�man dignity, social aetion, and co�unity coheaion. Servicea <br />and evaluation must be ceasuxed iu terms of human experiences tathex [Aan activi- <br />ties, pmgrams, aad buildinga. This will necessitate agency restructuring� train- <br />ing� expansion of service delivery systeme� and revised goals. <br />B. NRPA should encourage aad pmmote broader concepts of service delivery ' <br />including in[egraCion oE services and multi-service programming in coopera- <br />tion with other educational. social, and velEare agencies. � <br />C. NRPA and cecreation�and park agencies should support groups seeking <br />personal liberation--includ3ag women. the disabled, minori[y groups, and <br />tSe elderly--as [Ley pursue apportun3ties for self-e�cpreasion and recogni- <br />tion. Whea appraryriate, NRPA ahould seek w�on cause vit6 these groupa ro <br />seek accomplisment of joint palitical goals. The policies that govern the <br />use of public xecreation facilities should prevent use by graups which unlav- <br />fully restrict participatian based on age, sex, racial, or religious grounde. <br />D. Becxeation and park agenciea ahall develop innovative programs vhich <br />combiae the zesouxces of various cov�unity agencies for the purpose of <br />serving specialneed populations. - <br />E. NRPA and the recrea[ion and par& agenties should promo[e social planning <br />[o enwurage identiiication oF needs, coordina[ion and mobilization of public <br />a�d private resouxces, integration o£ services� end meaningful ci[izen par[ic- <br />ipation. Social planning should be given an increased importance in the selec- <br />tion and prioritization of recrea[ion services and reaources. <br />F. NRPA shall foseer ihe idea that recreation and park services are a <br />fundamental component of the hum� services movement and promote a vital role <br />for zecreatioa and parks in the human aervicee movement, vhich may lnclu+e <br />becomiag the lead aganey in ihe delivery and coordinaCion of human aetvicec. <br />C. Recxeation �d pazk agencies and ine[itutiona shall promote the need <br />for environmental beautification, preservation, open space planning, and <br />concern For a11 aspecta of a co�nity's living environment. NePA and state <br />societies on the federal and state level and local agencies on a county and <br />munidpal level shall aeek to insure that co�unity development, redevelop- <br />ment, model cities, public housing, and employment acCivity promote environ- <br />mental quality and insure that human and leisure service needs receive <br />consideration. <br />H. NRPA should provide regional technical aesis[ance, establish an inven[ory <br />of resource specialis[s from related disciplines, dieseminate model soctal <br />elements� and nrganize regtanal vorkshops for purposes of assis[inq pnrk and <br />recreation agencies develop a humanistically orien[ed dellvery sys[em. <br />I.
