MCMO T0: Parks 6 Recrea[ion Co�issioners <br />FROM: S[aff <br />I1ATE: March 29, 1978 <br />RE: Clty Wide Nuraery <br />S[aff has been attending mmerous mee[ings during the past 2 months <br />with neighboring m�micipalitles enploring the possibili[y of a join[ <br />tree mrsery program wder the direc[ion of the iYain Ci[iee Tree Truat. <br />The ltain Cities Tree Trust ia a priva[e, non-profi[, Minnesota corpora- <br />tion opeza[ing environmental improvement projects in the metropolitan <br />area. The majority of their work to da[e has been in urban reforestation <br />through coaperative mwicipal nurseries. <br />Af[er reviewing the 1Win Ci[ies Tree Trust pas[ operations, the Parka <br />and Recreatlon Depar[menta have made verbal co�itmen[s to the concept <br />of a joint nursery program. <br />The nuraexy would be located at the Poplar Lake site which is loca[ed <br />appmximately 1/4 mile eouth of County Road J on Tur[le Lake Road in <br />White Bear Townehip. The soil is slightly acidic sandy loam which is <br />ideal for proper root development and excellent for removal. The final <br />aize of the nursery is contiagent upon the indivldual municipal tree ordera <br />but we are looking at approximately 5 acres in s1ze. <br />I have encloeed a memorandim From Twin Cities Tree Trust dated February <br />16� 1978 vhich ou[lines the basic coata 1¢volved [o make the operation <br />go this firet year. Ae can be noted the costa will he approximately <br />5700.00/municipality or $3,500.00 total based on 5 co�mities. The <br />5 co�unitiea that have been tentatively eo�itted include, Mounda View, <br />Shoreviem� Nev Hrighton� St. Anthony and Maplewood. <br />In addition to Che ini[ial $700.00 capital outlay, the present agreement <br />vith Rameey Co�mty which Se tfie owner of the aite is [hat each munici- <br />pa11ty muet donate 1$ of their [reee ro the County in 11eu of rent. <br />The need for reForeatation in the City looms ever larger, as we have <br />removed 2065 dieeased [rees in the past 4 years. <br />The potential of the nursery is endleas, from replan[ing neighborhood parke <br />to making them available [o residents on a reduced charge. <br />As there ace Iw moniee alloca[ed for [his expenditure in the 1978 budget, <br />etaff reco�ends that $1,500.00 be aet aside from the park and playground <br />fund; to pay Mounde Viev'e initial firat year coat and to order $800.00 of <br />lzee etock to begin our nursery. <br />�: : <br />
