2516 Ride Lne
I?ounds View, 1.11nnesota
Sentember 7, 1978
S'
T:avor John Pickar !,Q i9I
L:ounds View Citg Hall MDy' (bL
2401 Highwayl0
4lev Brighton, hiinnesota
Dear htayor Pickar:
In response to n apeariag bePore the Cit Council on Septemoer 5
1978, srhere I brie£ly talked about tty desire to remove sone silt
from ou"r pond, the follorring in!'ormation is hereoy subnitted per your
request. I am writing this letter as President o_° tkie Ihite Oak
Homeowners Association'vrho omn the oond south of Ride Lane and
East o° Long Leke Road.
The Problem: Vde have a 3z acre reclained pond which is ringed bg 29 homea
and a city well house. 7dhen the pond r+as reclaimed the peat
was taken from the nondand piled uo on the shore ar.d prior to the time
it could be hauledaway, a quantity o£ it waened back into the pond vrhere
it remains to date. The nezt has not creeted too la^ge a problem foa us
a far as the water quality is concerned, but it has covered a mafor
portion oP the sand botton o£ t'e lake and vnen stired up dnes make tha
riater less clean. 'a'!a recently ha3 a consultant look at ocr pond as we
had §ome concern abot needing to do sor.:e maintene.nce on the wect shora
line. He told us aE that tine tnzt our mejor concern should be the
removal oP the silt. Aiter exanin_ng a nunber o° possiSle soluions to
removing this silt, we hve decided the best solution r•iould be to use a
uction dredge and vaccuun the 6ottom o: the pond, The exact amount of
silt to be removed can onlg be guessed at, as there ar= a number oP factors
Sncluding the ease riith vi::ich it is suckc-d out. The Roto-Rooter comanq
has experience with this type of pumnin; an8 has indicated to us ttiat they
cokln easily do this project with a n+_nimun of problems to the are
and the hones around the oond.
The Pr000sal: As the dumpin; oP the vra+er. and silt is the najor problem'
in s suction dredin operation, vie are reauastin. yernission
to use the vacunt lots ut the northerst corner of Ridge Lar.e and Long Lake
Road. Sie would nake a dike o^ straw bails starting about 25 feet vr.st of
the east edge oS t'riese lots a::d have the diked in area, s large oval'
covering the area from the startir. noint over towards 9,ong Lake Road,
The silt anc water would be punned into tnis oval wh=re the sclids would
settle out and the viater }voud run throu,;h the'strcw, end into the storm
scrier outlet in the corner of the vacant lots. The stravi would be aeting
ss a filter leavin sll of t::e solids within tne CCA1,
After the water has bee,n removed fram tne silt, we rrill either remove the
silt from the land. or leave it the^e ^or the City io use as fill for thia
ares which we understand is to be filled Por e park, 71e understand from
the Roto-Rooter representative ti;at tha silt ce.n be soreshat piled up when
it ia puMned in this process. The uunoin,r, procFSS might take un to three
days, `:ut proba'ly no lor.;;er.
