-2- — Richard Kaiser, Jaycees President, requested that communications remain open between the Commission and Jaycees relative to Ardan Park davelopment. �"� 14hite Oak Home- Director Anderson reviewed the lihite Oak Home- owners Assoc. owners Association Project as described in the Project Commission packets. Director Mderson expressed concerns for possible proUlems with the future development of Random Park, city liability, current holding pond usage, and state, county and city requirements were also concerns of staff. � Mr. Foster expbained that the Association is required to obtain city approval of the project before the Rice Creek iYatershed District wi.11 even consider the.project. After discussion of the proposal as reviewed in the Commission packets, the Commission raised several questions. 1. What is the City's liabiliEy?, 2. Will the water table raise in the area around Random Park?, 3. Are there alternative methods?, 4. Has a topography study been done?, 5. Can the process be spread out over time?, 6. How long will the draining last?, 7. Have there been any pre- cidents?, 8. Has there been a soil test completed?, 9. Will an environmental impact statement be needed?, 10. What is the best time to do this project?, 11. Has the city a title on Random Park?, 12. What � is the reaction o£ the surrounding homeowners? and 13. Are there altarnative dumping sites? After long discussion it was agreed that additional information is necessary. The Commission expressed concern for the project dumping at Random Park but was receptive to the Silver View Park dumping site. Motion was made by Commissioner Kuluvar to table Ehe issue until further research and information can be formulated on the Random Park title, Environ- mental Impact Report, nature of the sediment, its size and type, the impact on the storm sewer system and further study into the Silver View dumping site. The motion was seconded by Commissioner Fedor. The motion passed unanimously. 5 Ayes 0 Nays City Budget Director Anderson reviewed the city budget reflec- ting on tlie Recreation Activity Fund, Recreation Fund, Forestry Fund, General Fund and Parks and Playground Fund. Silver View Director Anderson reported that the Silver View Pha� LAWCON Crant One Deve2opment Froject is presently ranked N7 out �++' 46 appli.c�nts. The exact amount of monies nvailable will be known in about 3 weeks, hut it appears that the project has 1n excellent chance of being funded.
