-2- — <br />Richard Kaiser, Jaycees President, requested <br />that communications remain open between the <br />Commission and Jaycees relative to Ardan Park <br />davelopment. �"� <br />14hite Oak Home- Director Anderson reviewed the lihite Oak Home- <br />owners Assoc. owners Association Project as described in the <br />Project Commission packets. Director Mderson expressed <br />concerns for possible proUlems with the future <br />development of Random Park, city liability, current <br />holding pond usage, and state, county and city <br />requirements were also concerns of staff. � <br />Mr. Foster expbained that the Association is <br />required to obtain city approval of the project <br />before the Rice Creek iYatershed District wi.11 <br />even consider the.project. <br />After discussion of the proposal as reviewed in <br />the Commission packets, the Commission raised <br />several questions. 1. What is the City's liabiliEy?, <br />2. Will the water table raise in the area around <br />Random Park?, 3. Are there alternative methods?, <br />4. Has a topography study been done?, 5. Can the <br />process be spread out over time?, 6. How long will <br />the draining last?, 7. Have there been any pre- <br />cidents?, 8. Has there been a soil test completed?, <br />9. Will an environmental impact statement be needed?, <br />10. What is the best time to do this project?, <br />11. Has the city a title on Random Park?, 12. What � <br />is the reaction o£ the surrounding homeowners? and <br />13. Are there altarnative dumping sites? <br />After long discussion it was agreed that additional <br />information is necessary. The Commission expressed <br />concern for the project dumping at Random Park but <br />was receptive to the Silver View Park dumping site. <br />Motion was made by Commissioner Kuluvar to table <br />Ehe issue until further research and information <br />can be formulated on the Random Park title, Environ- <br />mental Impact Report, nature of the sediment, its <br />size and type, the impact on the storm sewer system <br />and further study into the Silver View dumping site. <br />The motion was seconded by Commissioner Fedor. The <br />motion passed unanimously. 5 Ayes <br />0 Nays <br />City Budget Director Anderson reviewed the city budget reflec- <br />ting on tlie Recreation Activity Fund, Recreation <br />Fund, Forestry Fund, General Fund and Parks and <br />Playground Fund. <br />Silver View Director Anderson reported that the Silver View Pha� <br />LAWCON Crant One Deve2opment Froject is presently ranked N7 out �++' <br />46 appli.c�nts. The exact amount of monies nvailable <br />will be known in about 3 weeks, hut it appears that the <br />project has 1n excellent chance of being funded. <br />
