-z- <br />White Oak Home- Director Mderson outlined the staff report to the <br />owners Assoc. Comnission concerning the "dredging" of the pond on <br />Ridge Lane. Staff stated they had met with Mr. Tom <br />Foster, President of White Oak Homeowners Association <br />and they concurred that Silver View Park wou7d be much <br />better suited as a dumping area rather than Random Park. <br />Staff outlined four criteria that should be adhered to <br />if the project were to be approved: <br />1. A feasibi7ity report be submitted to staff from <br />Roto-rooter outlining the project pertaining to <br />the tirre involved, volume of material, the process <br />and estimation of the drainage time. <br />Z. A cost feasibility should be submitted. <br />3. White Oak Hon�eawners Assoclatton must secure the <br />permission of the affected property owners upon <br />which the hose will run. <br />4. The project should be completed yet this fall if <br />possib7e. <br />Fol7owing the staff report the Commissioners asked a <br />number of questions: <br />1. Liability issue? Staff was going to contact the <br />City Attorney from the City's standpoint and Mr. <br />Foster stated that the Association had a mi7lion <br />dollar liability policy. <br />2. Could the homeowners gear up for the project this <br />fall? Mr. foster replied that they could, pending <br />upon Roto-rooters availability. <br />3. Would bailing be necessary at the new location7 <br />Staff did not think so, but the project would be <br />monitored and the Homeowners Association is willing <br />to if the need arises. <br />4. How long will it be good for? Mr. Foster replied <br />that this should be the only time necessary. <br />Staff briefly outlined the great need for rich topsoil <br />within the existing park system,andlie felt that this <br />materiai would be excellent for that purpose. <br />A motion was made by Commissioner Haake. seconded by <br />Commissioner Linke to recomrend to the City Council that <br />the White Oak Homeowners Associatio� s51t dredging project <br />be approved at Silver View Park pending the four criteria <br />as outlined by staff were met and that the City of Mounds <br />View had adequate insurance coverage. In addition the <br />project approval is granted for a period not to exceed <br />30 days, comrencing Novertber 2. . <br />The motinn nassed unanimously. � Ny , <br />0 Na�ys <br />
