In order�to achieve these goals, objectives should. <br />be listed which state the method of reaching a goal. For inatance, if <br />one goal is "to make the maxi.mum use of existing public and private <br />facilities for pmv3.ding recreation servioes," the following objec- <br />iives could be listed: , <br />l. Inventosy existing public and private facilities that are <br />presently offering or could offer recreation'services. � <br />2. Analyae the existing level and type of recreation services <br />oEfered. � <br />3. Develop programs that maicimize the use o£ the £acilities based <br />on the analysis. . � <br />Policy statements should also be listed in the plan. Policies <br />deEine how objective�: will ba Eoxmulated and implemented. Facamples <br />of policies for ihe objectives lfsted above are: <br />- duplication of facilities that provide the same level and <br />type of recreatfon services within the sarne service area <br />shall be avoided; <br />- park and open space facilities will be developea in areas <br />that pr�serve and a12ow public enjoyment of natural re- <br />sources slch as lakes, streams, forests and marshea.' <br />- private developers shall dedicate a portion of thelr land <br />or cash in lieu of land for recreation open space purpoaes; <br />- cftizen participation shall be utilized in all etagas of <br />the planning process an8 implementation program of local <br />� recreation open space development. <br />
