City Park System Memo 10/17/79 <br />Page 7 <br />The location of such a park is generally determined by the assets of the <br />land rather than a search for a specific tocation. It is feasible for a <br />neighborhood, community, or district park to be incorporated in a city park if <br />such development is compatible with the intended uses. <br />The service area for the city park is the entire urban area. It is <br />intended to serve groups of people of all ages, keeping in mind that younger <br />children will normally use such facilities when accompanied by adults. <br />Although Mounds View currently does not enjoy such a park facility, the <br />Rice Creek Open Space totalling 30.5 acres in Mounds View could potentially fall <br />in this category. <br />Joint Agency Developments <br />A park-school may be developed as a neighborhood or cortenunity park, and <br />size of the joint development should be smaller than is separate sites were <br />developed by the individual agencies. The facilities included represent the <br />functional needs of each agency. The intent of the park-school concept is to <br />satisfy one or all of the foltowing requirements: Avoid duplicating of facilities <br />(unless existing facilities are over-taxed) coordinate services, and/or diminish <br />the land needs of each agency. <br />Joint developimnts might also take place between the park board and a private <br />agency. Such development may be done independent of, or in combination with, a <br />park-school. The type of facilities in this development may include those facili- <br />ties of a neighborhood or comnunity park or center, as weli as those which rreet <br />the needs of the private agency. The intent of park board-private agency develop- <br />trent is identical to the criteria established for the park-school. <br />Existing tqounds View Parks in this category: Edgewood School/Park - 19.8 acres <br />Pinewood School/Park - 4.8 acres <br />Red Oak School/Park - 2 acres <br />City Squares and Triangles <br />City squares and triangles are small parcels of land that are intended to <br />provide an attractive neighborhood setting,afford a quiet restful breathing spot <br />in a business district or a congested residential neighborhood, or as a setting <br />for a civic center or point of interest. These parks are generally small in size <br />and limited to aesthetic develapment only. <br />Existing Mounds View Parks in this category: <br />Special-Use Parks <br />Pinewood Court -.5 acres <br />Laport Drive Park - .5 acres <br />Woodale Drive Park - .5 acres <br />County Road H-2 Park -.5 acres <br />Special-use parks are designed for a single interest and are large enough <br />to accommodate the use intended. Examples of special-use parks wouid include: <br />camps, aquariu�, boulevards, tennis centers, planetariums, museu�, nature centers, <br />parking facilities, golf courses, zoos, etc. <br />Existing Mounds View Parks in this category: Ardan Park - 8.8 acres (arboretum) <br />
