Thn Council has very specific administrative responsfbiiity in ihe regional <br />park systam. The laH provides ChaC "the Metropotican Council shall review, � <br />with the adviee of the Cammission, each master plan to determine wheeher it is <br />conaisteni with ehe Council's poliey plan.^� Tne Iaw further provides that <br />"the Metropoiitan Council, with the advice of the Cofmnission, may makn grants <br />from any funds available to iC for reereation open spaca purposes, Co any <br />munieipality, park district or caunty located wholly or partially in the <br />netropolitan Area, to cover ehe cost, or any portion of the cost, of acquiring � <br />ar dnveloping regional reereation open space in accordanee�xith�Che poT�icy� <br />plan." Howaver, Che U.S. Fish and Wildlife Service and the Minnesota�ONR are . <br />not required to submit master pians to ehe Council for parks under ehair � <br />jurisdictiod that are part of tha regianai park Sysiem. Since chen, the counties, toge:her with thn� <br />park reserve district and a few municipalities, have assumed primary <br />r:sponsi6ility for providing regional recreation open space in ehis Area, with r' <br />regional administrecion provided by ihe Coweil and Cammission.
