The Councii shouid eonsider <br />incorporacing its procedurc qoverning interim usas of undeveloped parkiand in the � <br />policy plan. � <br />Policy 18 states that "the conversion of regionai recreatio� open space areas <br />to other uses shall be allowed only when no reasonahle aiternative exists. When <br />s�uch conversion is unavoidabie, payment or repiacement shall he determined by the <br />Counci 1 ,�' � <br />The intent of this poliey is to allow conversion of parkland only for otAer <br />r.ecessary public investment, e.g. highways, power lines, eec. In the face of <br />several current proposals from county and municipal governmenes m use parkland <br />for other ehan park purposes, the Councit shauld reconsider whether Pol�icy 18 <br />is adequate. in July, Eagan requssted ehat the Council approve instailation of <br />a water reservoi� in the Lebanon Xills Park Resnrve in Oakota County.. Hennspin <br />County's landfill siting study has identified the Baker and Crav-Nassan Park � <br />Reserves as potential landfill sites, although the eounty has not asked the Couneil� <br />to approve one of these sites `or a land`i11. , <br />� - <br />
