The agreement has been drafted to delineate and clearly define the responsibilities for the maintenance of the Ed9ewood Jr. High School facility. As can be noted in Copy E, the City will be responsibie for the following: 1. Scerifying, dragging and replaciny the ag-lime at the four softball/ baseball fields. (Sehool District would expend any capitol money i.e. cost of ag-lime.) 2. Responsible for the maintenance of ice skating surface. 3. We would assume the responsibility of spot checking the tennis court nets and standards. 4. We would install and or locate corner anchors for the football/soccer fields and goai pasts. 5. We would purchase and install ground sleeves as base anchors at each of the four fields. (Approximate one time cost would be E120.00) 6. We would broom the trails once per year as part of our street sweeping contract. 1. We would be responsible for trimning on an as needs basis for the top athletic area only. 8. Trash pick up and removal for the four balifields would be our respon- sibility. 9. Joint cooperation would be the key factor to ensure proper coordination and control regardiny the scheduiiny of the site. As the City has been performina each of these maintenance responsibilities for the past two years staff wouid recomnend that the City enter into the joint powers agreement as presented by the School District. As this is a farmal Dolicy ratification by the City CouncSl and School Board will be required prior to final authorization. As similar joint powers agreements are being developed in our surrounding municipalities, staff wouid recomnend that the policy be adopt- ed pending the adoptions of simllar joint powers agreements in Ner Briqhton, Shorevtew and Arden H1115. ]n addition to the enclosed maintenance agreenent, staff has met on numerous ocuslons with the school district to discuss the capitol outlay projeets scheduled fo� co�ietion in 1980 and 1981. The three major projects yet to be completed are the ins4allatton of four lit tennis courts, multi-purpose building and installatlon of a four lane running track. This issue has not been nesolved as there is a question as to whether the City should continue to expend capitol funds when our surrounding oetghbors have not conmitteQ funds for capitol ex- penditures. The City's position at this tine has been to take a"w�it and see"
