v <br /> Park and Recreation Commission Minutes <br /> August 22, 1985 <br /> Page two <br /> HERBST SUB-DIVISION 1 <br /> PROPOSAL Staff reviewed the Herbst sub-division <br /> request and indicated that Public Works Dir- <br /> ector Thatcher was currently negotiating <br /> with the Herbst and Sons firm to determine a <br /> fair market value for the property. Staff <br /> outlined the background up to the current <br /> negotiations and indicated that the Commis- <br /> sion needed to determine whether a 10 percent <br /> park dedication fee or land should be re- <br /> quested from Herbst and Sons. Staff indicat- <br /> ed at this time , the City' s comprehensive <br /> parks and open space plan does not recommend <br /> any park development or trail use through the <br /> property and recommend that cash be accepted <br /> in lieu of land dedication. A motion was <br /> made by Chairperson Burmeister, seconded by <br /> Commissioner Letendre to recommend to the <br /> City Council that staff continue to negotiate <br /> a fair market value for the Herbst and Sons <br /> property and furthermore request that 10 <br /> percent cash be accepted for the park dedica- <br /> tion fee in lieu of land prior to the actual <br /> sub-division occurring based on the City' s <br /> parks and open space plan. Motion passed <br /> unanimously: 5 ayes, 0 nayes. <br /> FALL RECREATION <br /> PROGRAMS Staff outlined the upcoming fall recreation <br /> programs and highlighted the current class <br /> offerings. Commissioner Linnell requested <br /> that the aquatics program stay with their <br /> current class ratio of one instructor per six <br /> students. A question was also raised <br /> regarding the senior boys softball league as <br /> to why their fields had not been rotated to <br /> include Silver View Park. Staff indicated <br /> that they would get an answer to this issue <br /> and report back at the September Park <br /> Commission meeting. <br /> MOUNDS VIEW <br /> COMMUNITY THEATER Staff outlined the dates for the upcoming <br /> Community Theater production of "Oklahoma" , <br /> and stated that complimentary tickets would <br /> be available for any Commissioner who may be <br /> interested. <br /> PARK TOUR Staff then conducted a brief park tour to <br /> include Greenfield Park, Groveland Park, and <br /> Random Park. At Greenfield Park, a review of <br /> the progress to date was conducted as well as <br /> the problems and current negotiations with <br /> the contractor . At Groveland Park, a review <br /> of the tot lot equipment was conducted as <br /> well as the relocation of the sand volleyball <br /> court. Random Park was visited to update the <br /> Commission on the berms and tree planting <br /> that occurred at Random Park. <br />
