<br /> STATE OF MINNESOTA
<br /> ACCEPTING WORK FOR THE 2013 STREET AND UTILITY IMPROVEMENT PROJECT -
<br /> AREA F AND AUTHORIZING FINAL PAYMENT TO NORTHWEST ASPHALT, INC.
<br /> WHEREAS, the City Council adopted Resolution 7176 on October 22, 2007,
<br /> establishing the Street and Utility Improvement Program (Program), which includes nine
<br /> project areas; and
<br /> WHEREAS, the City Council adopted Resolution 7961 on June 25, 2012, authorizing
<br /> Stantec Consulting Services, Inc. (Stantec) to perform engineering design services and
<br /> prepare bidding documents for Area F of the Program, known as 2013 Street and Utility
<br /> Improvement Project—Area F (Project); and
<br /> WHEREAS, the City Council adopted Resolution 8006 and 8007 on October 22,
<br /> 2012, approving a non-standard street design configurations for Hillview Road and
<br /> Edgewood Drive, respectively, in the Project; and
<br /> WHEREAS, the City Council adopted Resolution 8022 on November 26, 2012,
<br /> considering Stormwater Infiltration Program (SIP) appeals in the Project; and
<br /> WHEREAS, the City Council adopted Resolution 8067 on February 25, 2013
<br /> approving bid documents and authorizing advertisement for bids for the Project; and
<br /> WHEREAS, a bid opening was conducted on March 21, 2013 and eight sealed bids
<br /> were received ranging from $3,122,034.01 to $3, 465,514.00 for construction of the Project,
<br /> with the lowest responsive bid submitted by Northwest Asphalt, Inc. of Shakopee,
<br /> Minnesota; and
<br /> WHEREAS, the City Council awarded a contract for $3,122,034.01 to Northwest
<br /> Asphalt, Inc. on March 25, 2013 for construction of the Project (Res. 8080); and
<br /> WHEREAS, Northwest Asphalt, Inc. has successfully completed all project
<br /> construction and met all other contract requirements for the Project with the substantial
<br /> completion date of November 1, 2013 and a final construction cost of$3,116,569.99; and
<br /> WHEREAS, City staff and its engineering consultant, Stantec, recommend accepting
<br /> the completed construction work and issuing final payment for $151,407.85 to Northwest
<br /> Asphalt, Inc.
<br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
<br /> View, Ramsey County, Minnesota as follows:
<br /> 1. All work completed under the contract between the City and Northwest Asphalt, Inc. for
<br /> construction of the 2013 Street and Utility Improvement Project — Area F is hereby
<br /> accepted and approved.
<br /> 2. The Finance Director is authorized to issue final payment for $151,407.85 to Northwest
<br /> Asphalt, Inc. for completing construction of the Project.
