RESOLUTION 8347 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> AUTHORIZING PREPARATION OF FEASIBILITY REPORT FOR MUSTANG DRIVE <br /> PAVEMENT REHABILITATION AND DRAINAGE IMPROVEMENTS PROJECT <br /> WHEREAS, Mustang Drive and Mustang Circle were originally constructed in 1974 <br /> and 1979, respectively, and current pavement conditions are poor and the street floods on a <br /> regular basis at their intersections; and <br /> WHEREAS, a drainage study was prepared by Stantec (formally Bonestroo) in 2007 <br /> for stormwater drainage improvements and a geotechnical and pavement evaluation was <br /> performed in 2011 by American Engineering Testing (AET) for Mustang Drive and Mustang <br /> Circle; and <br /> WHEREAS, the City Council is interested using special assessments for partial <br /> funding of the improvements; and <br /> WHEREAS, Minnesota Statute Chapter 429 requires that a feasibility report be <br /> prepared for projects with special assessments that will consider whether the project is <br /> necessary, feasible, and cost effective; and have a detailed cost estimate for the <br /> improvements, including amounts to be assessed to each parcel and the methodology used <br /> to calculate the proposed assessments; and <br /> WHEREAS, fee proposals were received from three qualified consulting firms <br /> ranging from $64,900 to $115,470 to perform professional engineering services for the <br /> project, and engineering staff recommends Stantec Consulting Services Inc. (Stantec) to be <br /> selected for performing said services. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds <br /> View, Ramsey County, Minnesota as follows: <br /> 1. In accordance with Minnesota Statute Chapter 429, a feasibility report is hereby ordered <br /> for the Mustang Drive Pavement Rehabilitation and Drainage Improvement Project (City <br /> Project No. 2014-001). <br /> 2. Stantec is authorized to prepare a feasibility report in accordance with Minnesota <br /> Statute Chapter 429 requirements and further authorized to perform a topographic <br /> survey for use in preparing bidding documents. Compensation will be on an hourly <br /> basis plus reimbursable expenses for an estimated fee of$11,780. <br /> 3.
