April 16,2010 EDC Meeting <br /> Item 6A—Rename Hwy 10 <br /> Page 3 of 4 <br /> Discussion <br /> Reasons to Continue Discussion <br /> There are now two main reasons in 2010 why Mounds View may want to reopen <br /> discussions to name County Hwy/Rd 10 as it goes through Mounds View. The first reason <br /> is to eliminate confusion between County 10 and State Trunk Hwy 10, both of which pass <br /> through Mounds View. This confusion continues and will not disappear on its own. The <br /> second reason is to continue to implement Mounds View's Brand Strategy. The purpose of <br /> the Mounds View Branding Project was to give Mounds View an identity in the <br /> marketplace. One way to do so is to by capitalizing on what makes Mounds View unique. <br /> One thing that makes Mounds View unique compared to its neighbors is that Interstate <br /> 35W leads into Mounds View's main commercial corridor. <br /> Costs to Replace Signage <br /> A large part of the discussion to name County Hwy/Rd 10 is cost. In 2004, former City <br /> Administrator reported to the Council that it would cost the City$15-20,000 to replace local <br /> road signs to reflect a County Hwy/Rd 10 name change. The Minnesota Department of <br /> Transportation (MnDOT) also would charge the City to update signage on 35W. <br /> Not only would there be cost to the City, there would be costs to the businesses located <br /> along County Hwy/Rd 10 to change their letterhead, business cards, etc. Although <br /> Ramsey County would still recognize County Hwy/Rd 10 as one of the corridor's names, <br /> staff has not confirmed that systems like Google Maps, Yahoo Maps or Global Position <br /> • Systems (GPS) would recognize multiple corridor names. However, all of the County- <br /> owned corridors in Mounds View have multiple names. List below and shown on the <br /> attached map are Ramsey County roads located in Mounds View: <br /> • Silver Lake Road is also County Road 44 <br /> • Long Lake Road is also County Road 45 <br /> • County Road H is also County Road 88 and 9 <br /> • County Road I is also County Road 3 and 82 <br /> • Old Hwy 8 is also County Road 77 <br /> Preliminary Comments from Ramsey County Engineer <br /> Staff recently inquired with the Ramsey County Engineer Ken Haider of the process to <br /> name a County road. He noted in an e-mail to City staff that there is not a standard <br /> procedure for such a request because it happens so infrequently. He added that all <br /> County roads have a number that would not change and that he does not think the County <br /> has any strong feelings about adding a name to County State Aid Highway 10 (CSAH 10). <br /> He concluded by saying that if he receives a request from Mounds View through a City <br /> Council resolution, he would take that request to the County Board for action. <br /> Staff does not suggest that Mounds View reconvene the 2004/2005 committee or form a <br /> new committee to name County Hwy/Rd 10. The former committee consisted of <br /> representatives from Blaine, Coon Rapids, Mounds View, Spring Lake Park, Anoka <br /> • County, Ramsey County and the two local Chambers. Staff does not expect a different <br /> outcome in 2010 than what the committee accomplished in 2005. <br />
