Motion/Second: Carlson/Goff moved to adopt the 2000 Work Plan as amended. <br /> • Motion Carried 6 ayes 0 nays <br /> C. Business Subsidy Policy <br /> The"1999 Business Subsidies Law"(Minnesota Statutes § 116J.993 through §116J.995) <br /> requires communities to develop and adopt a business subsidy policy for all subsidies/incentives <br /> granted after August 1st, 1999. In accordance with this legislation, communities granting <br /> incentives are required to pass a"Business Subsidy Policy"to assist in the development of <br /> "Business Subsidy Agreements."After discussion of the issue,Commissioner Olsen moved to <br /> table discussion of the"Business Subsidy Policy"to a future meeting. There being no <br /> second, the motion was not acted upon. The following motion was presented and seconded: <br /> Motion/Second: Carlson/Walther moved to adopt the"Business Subsidy Policy" as <br /> presented. <br /> Motion Carried 5 ayes 1 nay <br /> Commissioner Olsen's dissent was based on a variety of factors including: policy's lack of <br /> conformity with enabling legislation, inadequate information on which to make a decision, and <br /> the broad nature of the policy as constructed. <br /> 6. Reports From Chair, Commissioners and Staff: <br /> A. Coordinator Parrish announced that a Commission Appreciation Dinner will take place at <br /> approximately 6:00 p.m., March 2nd at the Mounds View Community Center. More details <br /> will follow. <br /> B. Coordinator Parrish announced that the City has received several inquiries from the <br /> Minnesota Office of the State Auditor regarding the use of tax increment finance. <br /> Additional information will be disseminated as it becomes available. <br /> 7.
