Housing Background and Goals <br /> • The City of Mounds View is a fully developed suburban community in the northern Twin Cities <br /> metropolitan area. Residential land uses are and will continue to be the principal land uses in <br /> Mounds View. The intent and content of Mounds View's housing element therefore is directed <br /> towards maintaining and improving the quality and diversity of the existing housing stock and <br /> providing infill housing where possible. The housing element looks at four areas as required by <br /> Metropolitan Council guidelines. These include housing goals and policies, existing housing <br /> supply, future housing needs, and housing programs that have and/or will be used to achieve the <br /> goals. <br /> Housing Goals: <br /> Goal 1: Maintain a broad and full choice of housing opportunities. <br /> Goal 2: Maintain and upgrade the existing housing stock of the City. <br /> Goal 3: Administer housing programs in an efficient and cost effective manner. <br /> Existing Housing: <br /> • A majority-71 percent—of Mounds View housing is owner occupied. The majority of the housing <br /> supply is"single family" at 55 percent. Apartments make up 25% of the housing supply while <br /> manufactured homes make up 12 percent. The remaining housing units are distributed among <br /> duplexes, fourplexes, townhomes and condos. The housing values in Mounds View continue to <br /> appreciate--the average sale price of a home in Mounds View has increased 25 percent in just two <br /> years. According to the 1990 Census, 31 percent of the housing units in Mounds View are <br /> deemed affordable. (This figure will be updated as soon as more detailed 2000 Census data is <br /> released.) <br /> The City's housing stock meets or exceeds all benchmarks established by Met Council for <br /> affordability and livability. It is a goal to maintain our housing stock within these benchmarks <br /> while attempting to improve the overall housing quality of the City. With an aging housing stock, <br /> lower valued homes, and lower income families the City will continue to have to address <br /> substandard housing. It is the goal of the City to address housing issues now before they become a <br /> bigger problem. <br /> 4111 <br /> Page 10 <br />
