Transportation Plan & Goals <br /> • The roadway system in Mounds View is in place. The system consists of state and county roads <br /> that function as principal and minor arterials and county and city roads which function as collector <br /> and local roads. County Highway 10 runs diagonally through the middle of Mounds View and has <br /> historically been viewed as a barrier in the community. The jurisdiction of County Highway 10 <br /> was turned back from the state (MnDOT) to Ramsey County in 2000. While the City of Mounds <br /> View acknowledges the importance of the County Highway 10 corridor for moving traffic, the <br /> City has determined that there is an excessive amount of right-of-way being maintained for <br /> County Highway 10. The City will develop a design theme to enhance the image of the County <br /> Highway 10 corridor and work with the county to implement it. The City will also work with <br /> Ramsey County to develop a plan that makes more efficient use of the right-of-way in the future <br /> when County Highway 10 is reconstructed. The emphasis in the future on local roads will be on <br /> road maintenance and replacement as necessary. Emphasis will also be placed on minimizing <br /> traffic levels as necessary in residential neighborhoods. <br /> In 1992, the City adopted a resolution establishing a comprehensive trailways system policy to <br /> help promote safe bicycling in the city and to provide a trailway system that connects recreational <br /> opportunities within the community and provides a link between Ramsey and Anoka counties and <br /> to neighboring cities' trail systems. The City will need to identify preferred future trail and <br /> pathway locations and construct them over time to provide recreational opportunities and a safe <br /> alternative travel mode to the automobile. <br /> • Goal 1: Develop a balanced surface transportation system giving attention to all modes and <br /> related facilities. <br /> Goal 2: Identify needed improvements to the various elements of the <br /> transportation system to provide for safe and convenient movement by all modes. <br /> Goal 3: Provide sufficient off-street parking to meet normal demands of land uses. <br /> Goal 4: Support the development of a transit system that provides a broad range of transit <br /> service options to provide an alternative to individual automobile travel. <br /> Goal 5: Plan, implement, and maintain a comprehensive trail system to provide safe and <br /> convenient pedestrian and bicycle circulation and to provide recreational <br /> opportunities for Mounds View residents. <br /> Goal 6: Coordinate all City transportation planning with County, Metropolitan Council, <br /> State, Federal, I-35W Corridor Coalition, and other local transportation plans. <br /> Goal 7: All elements of the street system shall be planned, improved, and maintained <br /> according to the most appropriate standards, giving due consideration to both land <br /> use and transportation goals and policies. <br /> Goal 8: Develop and implement a County Highway 10 corridor design theme to present <br /> 110 Mounds View as an attractive and desirable community. <br /> Page 12 <br />
