Introduction <br /> • This comprehensive plan represents the third official update to Mounds View's original <br /> comprehensive plan that was prepared in 1959. Previous updates occurred in 1975 and again in <br /> 1979 in response to the Metropolitan Land Planning Act of 1976. While the current update is <br /> again in response to a legislative mandate, the City recognizes that comprehensive planning is a <br /> continuous process that must respond to changing conditions both internally and externally. <br /> The Mounds View Comprehensive Plan is a policy document. The term policy is a reflection of <br /> the flexibility intended in the application of the plan. The plan is not to be viewed as a hard and <br /> fast graphic layout of the community, nor are the goals and policies to be viewed as ordinances or <br /> law. These are guidelines that typically must be reviewed and applied individually and collectively <br /> to each development, improvement or decision that is presented. <br /> The goals and policies contained in the Comprehensive Plan form the basic and fundamental plan <br /> for the community. Their purpose is to guide all public and private actions and development <br /> within the community and also serve the more passive function of establishing evaluation criteria <br /> for the development and change that subsequently occurs. The goals can be defined as the desired <br /> end products with the policies being the means to that desired end. The individual policies are not <br /> included in this summary for sake of brevity. <br /> To assist in the updating of the comprehensive plan, the Mounds View Planning Commission <br /> conducted three community forums. The Planning Commission conducted these forums to help <br /> • Mounds View citizens understand what the comprehensive plan is and most importantly to give <br /> citizens a chance to talk about what Mounds View should be like in the future. The first draft of <br /> the revised plan was presented to the community at a community forum and an official public <br /> hearing was conducted. Following the hearing the Planning Commission recommended the <br /> document to the City Council. The City Council, after public input approved the document for <br /> review by adjacent communities and the Metropolitan Council. The Met Council approved the <br /> document on November 8, 2000. <br /> • <br /> Page 2 <br />
