Item No. 6B <br /> Meeting Date: January 18, 2008 <br /> Type of Business: EDC <br /> City of Mounds View Staff Report <br /> 111111.11111111.11111 <br /> To: Economic Development Commission <br /> From: Heidi Steinmetz, Economic Development Specialist <br /> Item Title/Subject: Review Economic Development Component of <br /> Comprehensive Plan <br /> Background: <br /> The City's Comprehensive Plan is a policy document, which was last updated in <br /> 2001. It is meant to be a guiding document or framework for the future of the <br /> community. Commissioner Meehlhause represents the EDC on the <br /> Comprehensive Plan Task Force, which was formed earlier this year. EDC <br /> members are welcomed to attend Comprehensive Plan Task Force meetings, <br /> held the second Wednesday of each month, to provide input on the entire plan. <br /> It is anticipated that the draft update will be completed by June of 2008 with the <br /> final document ready for adoption by the City Council by December of 2008. <br /> The Comprehensive Plan Task Force asks that all City boards and commissions <br /> provide input on relevant sections of the plan (i.e. the EDC is asked to review the <br /> attached Economic Development component of the plan). On October 19, 2007, <br /> the EDC opted to review the Economic Development component of the plan in <br /> sections beginning on November 16, 2007. On November 16th, the EDC asked <br /> that staff provided a side-by-side comparison, as attached in item 6A, between <br /> the Comprehensive Plan, the EDC's 2007 priorities and the City Council's most <br /> recent Economic Development goals and strategies. The EDC's goal was to <br /> provide staff with comments via e-mail prior to the January 18th EDC meeting. <br /> Discussion: <br /> Comments provided by EDC members via e-mail include the following and are <br /> "flagged" in the attached Economic Development component of the <br /> Comprehensive Plan: <br /> • Page 90, paragraph 4 — broaden this statement (i.e. "pursue retail or office <br /> businesses") <br /> • Page 91, first bullet— add a statement that would measure if a business is <br /> making a positive contribution to the local economy (i.e. "through jobs, <br /> taxes, zero violations") <br /> • Page 91, bullet 3 - add residential development (i.e. "attract new <br /> 410 commercial, industrial and residential") <br />
