Item 6B <br /> March 21,2008 EDC Meeting <br /> Page 2 of 2 <br /> • Discussion: <br /> Since the City's Comprehensive Plan is meant to be a guiding document or framework <br /> for the future of the community, staff does not feel it is necessary to include a specific <br /> statement regarding an annual review of the City's targeted business list. It is <br /> important, however that the EDC & EDA discuss its targeted business list as the market <br /> changes. A documented list is a public communications/marketing tool and will provide <br /> staff with a clear business recruitment focus. <br /> Recommendation: <br /> Staff recommends that the EDC discuss the following questions regarding a 2008 <br /> Targeted Business List: <br /> 1. Should the EDA/Council have a policy discussion regarding the main goal of <br /> business recruitment? <br /> 2. What should be the City's main business recruitment goal, according to the <br /> EDC? <br /> o To increase the City's tax base with highest and best use development <br /> o To create high-wage jobs <br /> • 0 To provide residents with goods and services that are not currently <br /> available in Mounds View <br /> 3. Based on question #2 and the results of the Retail Trade Analysis (presented at <br /> the last EDC meeting), are there any changes to the above list of nine targeted <br /> businesses? <br /> 4.
