S2008 Mounds View Comprehensive Plan
Business Retention & Recruitment Goal
The City recognizes that the maintenance of an adequate workforce will be one of the most serious
challenges that will face business and industry in the near future. In addition,Mounds View notes
that the private sector and/or educational institutions will be primarily responsible for addressing and
resolving workforce issues. However, the City is prepared to assist with such efforts by working
collaboratively with others who are concerned about such issues. The nature of Mounds View's aid
may include having City representatives serve on local and regional committees, commissions and
agencies devoted to this topic.
Redevelopment Goal
Mounds View, like many cities,is undergoing a change from a growing suburb into a redeveloping
one. The land resources that once spurred development are now limited and any increases in
employment and market value will come predominantly from reinvestment or redevelopment of
property.
The link between quality businesses and
residents is critical to the continued success of
Mounds View. Since the City is almost fully s __
developed, new revenue sources for
municipal services will have to come from
increased market value that occurs from
business and resident reinvestment in their a
properties. This includes redevelopment in
the city that allows for a higher value and/or
density on an existing site. As such, the City
has begun work towards promoting
redevelopment opportunities to ensure that Medtronic Mounds View Campus
Cardiac Rhythm Disease Management
Mounds View remains a healthy and viable Headquarters
city.
Mounds View intends to devote significant attention to redevelopment. Such efforts will be to
redevelop aesthetically displeasing, aging, obsolete, blighted, contaminated, abandoned, unsafe or
otherwise underused(lacking highest and best use)properties. Redevelopment areas are generally
situated in high profile locations in the city, are very visible, located along major thoroughfares or at
gateway intersections in the City and no longer convey the overall development values of the city in
visual appearance or use.
Chapter 7: Economic Development 7-8
•
