• No matter the number of properties, it would take the City's public financial advisors (Ehlers & Associates) about the same amount of time to amend the Project Plan in order to add properties. Therefore, staff asked Mr. Anderson to brainstorm potential properties that may qualify as blighted. That would take about eight weeks. Ehlers & Associates estimated that it would take about ten to fourteen hours of their time (up to $3,000) to assist the City with this process. Recommendation Staff recommends that the EDA adopt the attached Resolution 08-EDA-249. The Resolution authorizes a modification to the June 28, 2004 Project Plan for the Mounds View Economic Development Project. The modification would add 5066 Irondale Rd to the Project Plan and other properties as determined by staff to be blighted. Staff would use the above listed properties as the basis for determining the properties the EDA should add to the Project Plan list.
