Draft EDC Minutes <br /> November 21,2008 <br /> Page 2 of 4 <br /> • 7. REPORT OF COMMISSIONERS <br /> Chair Helgemoe reported that Commissioner Belting's term on the EDC expires on <br /> December 31, 2008. Commissioner Belting responded that his application would be <br /> submitted to staff by the December 1, 2008 deadline. <br /> Community Development Director Ken Roberts arrived at this time. <br /> Chair Helgemoe mentioned that both he and Mr. Roberts attended the Chamber luncheon <br /> yesterday where staff from the Cities of Blaine, Little Canada and Arden Hills spoke about <br /> development in each of the cities. Chair Helgemoe said that he was most interested in <br /> Arden Hills' presentation about the 580-acre Twin Cities Army Ammunition Plan (TCAAP) <br /> development site because it should be a concern of Mounds View. He said that the project <br /> timeline is further out than he originally thought because Arden Hills still needs to purchase <br /> the land from the Federal government by the end of 2009. He also said that the site won't <br /> be fully developed until three years after the purchase agreement is signed, which is good <br /> for Mounds View because we'll have more time to redevelop the former Premium Stop site. <br /> He added that land uses will include housing and "big box"stores and that the developer will <br /> be Ryan Companies. <br /> Mr. Roberts added a comment regarding the Arden Hills TCAAP site, mentioning that Ryan <br /> Companies will receive a "credit"towards the land price (when Ryan purchase the property <br /> from Arden Hills) for any environmental clean up they might have to do. He added that site <br /> preparation alone might take two to three years, which will coincide with infrastructure <br /> improvements at the intersections of Hwy 96/County Road 10 and County Road H/35W. <br /> • Finally, Mr. Roberts said that Super Target will probably locate on the site, major retailers will <br /> locate along 10 and housing will be set back from Hwy 10. <br /> Chair Helgemoe also summarized the City of Blaine's presentation, specifically mentioning <br /> the Saturn auto dealership site in Blaine. Chair Helgemoe and Mr. Roberts said that it was <br /> unclear whether the Mounds View Saturn site would become a used car lot just for Saturn <br /> vehicles or if it would become a used car lot in general. <br /> Chair Helgemoe added that Blaine is trying to develop a"medical corridor"with Medtronic in <br /> Mounds View bordering the south end and the area near Lexington/35W in Blaine bordering <br /> the north end. The purpose would be to attract companies that do business with Medtronic. <br /> Mr. Roberts said that Blaine has received a lot of interest from companies wanting to locate <br /> in Blaine because of Medtronic in addition to Blaine's vacant/available land, the Anoka <br /> County/Blaine airport and Blaine's close access to 35W. Chair Helgemoe added that the <br /> recently proposed extension of the east/west runway(from 5,000 to 6,000 feet)at the airport <br /> might help Blaine's"medical corridor"efforts, although he understands that the extension is <br /> not popular with Mounds View residents. <br /> With that, Ms. Steinmetz informed the EDC that the Mounds View City Council would be <br /> considering a resolution opposing the runway extension at Monday's City Council meeting. <br /> Ms. Steinmetz & Mr. Roberts encouraged Mounds View residents to contact Mounds View <br /> City Councilpersons or attend Monday's meeting if they are interested in the topic. Mr. <br /> Roberts added that many of the airport's surrounding cities are concerned about the <br /> increased airport traffic/noise and Anoka County is interested in public input as well. <br /> • <br />
