<br />. <br /> <br />. <br /> <br />. <br /> <br />Exhibit A <br /> <br />September 16, 2004 <br /> <br />Ms. Barbara Mate/sky <br />7830 Gloria Circle <br />Mounds View, MN 55112 <br /> <br />Dear Ms. Matelsky; <br /> <br />I am sending you this letter of understanding in an effort to address and <br />document your wishes to alter the plan and assessment role for the 2003 Street <br />Improvement Project. <br /> <br />Based on our telephone conversation yesterday, you were informed that the City <br />has an ordinance that allows for one curb cut per residential property. This <br />ordinance was adopted on January 22, 1979. <br /> <br />At this time, your property has two paved accesses; a horseshoe shaped <br />driveway connecting Hillview Road to Gloria Circle, and one non-paved access; <br />to an out building off of Hillview Road. <br /> <br />Based on the aforementioned City Ordinance, a curb cut will not be allowed for <br />access to the outbuilding located off of Hillview Road. It is my understanding that <br />because the ordinance does not allowed this, you are now requesting that your <br />existing paved access onto Hillview Road be eliminated as part of the 2003 <br />Street Improvement Project. <br /> <br />The City will remove the existing asphalt driveway onto Hillview Road by saw <br />cutting at or near the property line and removing the asphalt from that point to the <br />street. The City will add topsoil to this area and provide sod. A concrete barrier <br />curb will be placed along the entire length of Hillview Road adjacent to your <br />property. <br /> <br />Staff will then present a proposed revision to the assessment role for the 2003 <br />Street Improvement Project to the City Council to reduce your assessment by an <br />amount equal to the total cost to provide a second concrete apron. The proposed <br />revision will reduce the assessment of your property from the current amount of <br />$3,364.27 to the proposed revised amount of $2,475.59 ($888.68 dollar <br />reduction) <br />
