RESOLUTION 8396 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> APPROVING BID DOCUMENTS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR <br /> THE SILVER VIEW PARK TRAIL REHABILITATION PROJECT <br /> WHEREAS, the trails in Silver View Park were originally constructed as wood chip paths <br /> in the early 1980's, then paved with asphalt in 1993, and the existing condition of the pavement <br /> is poor and stormwater runoff drains across many areas of the trails; and <br /> WHEREAS, geotechnical and pavement evaluation was performed in 2014 by American <br /> Engineering Testing (AET) for the Silver View Park trail and found many areas with buried <br /> organics and wood chips below the paved trail, and a pavement design was recommended by <br /> AET; and <br /> WHEREAS, Engineering Consultant Bolton & Menk has prepared both design, and <br /> bidding documents for the reconstruction of the trail which includes drainage improvements; and <br /> WHEREAS, monies have been budgeted in 2015 under the Special Projects Fund (480- <br /> 4180-7050) for the trail rehabilitation; and <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, <br /> Ramsey County, Minnesota as follows: <br /> 1. The bidding documents prepared by Bolton & Menk for the Silver View Park Trail <br /> Rehabilitation Project (City Project No. 2014-006) are hereby approved. <br /> 2. City staff is hereby directed to cause to be published in the Sun-Focus newspaper and the <br /> online bid management system Quest Construction Data Network, at least 10 days before <br /> the last day to submit bids, a notice to bidders for the implementation of said project as <br /> required by law. <br /> 3. The time and date for receipt of public bids for said project is hereby established as 2:00 <br /> p.m., Tuesday, May 19, 2015, at which time they will be publicly opened and read aloud in <br /> the Council Chambers of the Mounds View City Hall. <br /> 4. The Mayor and City Administrator are hereby authorized and directed to execute all <br /> appropriate documents to effectuate the actions contemplated by this Resolution. <br /> 5.
