<br />.' , <br /> <br />Resolution <br /> <br />. <br /> <br />Board of <br /> <br />Ramsey County Commissioners <br /> <br />Presented Dy _ Commissioner wiessner <br />Attention: <br /> <br />Date _~pril ?4, <br /> <br />2001 No. 2001-12 <br /> <br />Budgeting and Accounting <br />Dorothy McClung, property Records & Revenue <br />Chris Samuel, Property Records & Revenue <br /> <br />Page 1 of 4 <br /> <br />WHEREAS, Voting is the most accessible way for citizens to participate in <br />government and is the foundation of our democratic form of government; and <br /> <br />WHEREAS, Recent l1ational events during the 2000 presidential election <br />have heightened voter interest and concern about how elections are conducted <br />and the aging equipment that is used to conduct elections, and that concern is <br />resulting in federal and state legislative proposals that would provide funding for <br />the replacement of aging election equipment; and <br /> <br />. <br /> <br />WHEREAS, The current optical scan election equipment used in Ramsey <br />County was purchased in 1986/1987 and is obsolete, and newer equipment is <br />now available on the market that would minimize service disruptions and should <br />have lower operating costs for equipment maintenance and ballot printing; and <br /> <br />WHEREAS, The County planned to replace the election equipment in 2003 <br />and discussions with city officials have supported moving the initial <br />implementation of new equipment to 2001 because it would be a missed <br />opportunity if it was not purchased during 2001; and <br /> <br />WHEREAS, To allow this expedited timeframe, the County must provide <br />the funds to purchase the equipment and this provision does not preclude the <br />County from charging the cities for the new equipment and the cities have <br />expressed a willingness to negotiate such a charge; and <br /> <br />WHEREAS, A state contract, which expires on April 30, 2001, for <br />purchasing election equipment currently exists for the only two certified vendors <br />of new election equipment and the County Attorney has approved use of this <br />contract for purchasing new election equipment; and <br /> <br />-=EY COUNTY BOAIW OF COMMISSIONERS <br />YEA NA Y <br />- tknnctt <br />---- --_.- <br />,Ut ,igh <br />rim McDonough <br />~afacl Ortega <br />.; icturia Reinhardt <br />lanice Rettman <br />Ian Wiessner <br /> <br />OTll ER <br /> <br />Rafael E.
