We ro;:commend that the housing be made available to any organization which can,
through the McKinney Act and other federal processes, make appropriate use of the buildings
elsewhere on or off the propeny.

Future population and other circumstances may dictate a need for more educational spac~. If
the'need develops for greater educational space, school development should be designed in such
a manner as to minimize the amount of land needed, to use the features of the land in such a
way as to encourage that it does not infringe upon nor use open space.

4. ~conomic DeveloDment Commercial, office and industrial development opportunities
exist on the property which will benefit the surrounding communities and the larger metropolitan
area. It is imponant to create an environment which encourages a broad range of development
opportunities and jobs. Encourage multiple and
shared uses, buildings, and facilities to minimize the infrastNcture costs and impervious areas
on the site. Encourage the consuuction "f a joint public works facility along the Highway 10
or 96 corridor. Allow the City of Arden Hills to obtain and use the land south of the service
road on the south side of SunfiSh lake to construct a City Hall/Government Center.

Development in the area should be done in a manner which ensures protection of the Desmodium
illin<<nse.

6. Infrastl11cture Design and coosuuct an infrastructure system that minimizes the negative
effects on the environment and that protectsthc East-West Corridor and the migration of animals
between Rice Creek and the park reserve. yet provides for the development requirements of the ..
site. Stonnwater retention ponds .which may be needed should be kept within the developed
areas of the site, outside of designatea upen space. Developers should retain responsibility for
'~~t;"g these ponds within their own development areas. Reuse existing on-site infrastructure
to the extent that is practical and cost-effective.

Transportation Jor the site should be designed and built in a manner that is sensitive to the
environment. It should include an internal system of roads that is transit friendly. The
traJl5POrtation plan should link TCAAP to the rest of Arden Hills and adjacent communities as
well as to the regional transportation system; encourage alternate travel modes such as biking
and wallcing by creating pedestrian-friendly environments and link activity centers with trails and
other non-vehicular routes; include public transit; and promote desirable development patterns.

I<'1iJ.i92.d Right-c:f-\\!aj~ The railroad right-of-way extending from TCAAP to Long Lake
RegIonal Park should be pre:o.erved as future regional trail connections.
