<br />. <br /> <br />RESOLUTION NO. 5824 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION ACCEPTING AND ADOPTING THE COUNTY ROAD 10 <br />REDEVELOPMENT AND REVITALIZATION PROJECT PLANS PREPARED BY URS, <br />CORP.; SPECIAL PLANNING CASE SP086-01 <br /> <br />WHEREAS, on December 11, 2000, the City Council authorized the distribution ofa <br />Request For Proposals (RFP) for a design consultant to develop and recommend a Highway 10 <br />Redevelopment and Revitalization Corridor Study, and, <br /> <br />WHEREAS, upon conclusion of a consultant interview process, a selection committee <br />individually and collectively recommended that URS Corp. was the firm that best demonstrated an <br />ability and the experience to successfully undertake and complete the Highway 10 Redevelopment <br />and Revitalization Corridor Study; and, <br /> <br />WHEREAS, on March 26,2001, the City Council formally selected the firm URS, Corp. <br />to prepare the Highway 10 Redevelopment and Revitalization Corridor Study as stated in <br />. Resolution 5537; and, <br /> <br />WHEREAS, information was collected and gathered and input received from residents and <br />business owners at public meetings in July and October of 200 I; and, <br /> <br />WHEREAS, based upon the information collected from the public meetings and the <br />recommendations of the Highway 10 Steering Committee, four "Guiding Principles" were <br />established (Improve Safety, Enhance Image, Good Redevelopment and Meaningful <br />Redevelopment, and Create a Community Seam) that provided the basis for the plan development; <br />and, <br /> <br />WHEREAS, the first draft corridor plans were presented to the City Council for its <br />review and comment on November 5,200] and again on January 14, 2002; and, <br /> <br />WHEREAS, revised draft plans were presented to the City Council on April], 2002 after <br />meetings with Ramsey County and other agencies; and, <br /> <br />WHEREAS, in an effort to gain additional public comment and reaction to the plans, two <br />subsequent open houses were conducted at the Mounds View Community Center on April 24, <br />2002 and June 17, 2002; and, <br /> <br />. <br /> <br />WHEREAS, based upon all of the information received from residents, property owners. <br />business representatives, Ramsey County and MnDOT, the final draft County Road 10 <br />redevelopment plans were presented to the City Council on August 5, 2002 at which time were <br />considered ready for adoption. <br />
