<br />....~ <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 2516~ <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION ESTABLISHING STANDARDS OF MAINTENANCE FOR <br />THE CITY'S PARKS AND PUBLIC WORKS INFRASTRUCTURE <br /> <br />WHEREAS, the Mounds View Public Works and Parks, <br />Recreation and Forestry Departments have been developing <br />maintenance standards at the direction of the City Council; <br />and <br /> <br />WHEREAS, proposed standards were developed recogni- <br />zing the current limitations of the City's manpower and <br />resources and assuming there were no such limitations; and <br /> <br />WHEREAS, the two sets of standards revealed that the <br />most desireable level of maintenance would require 14.76 <br />full time equivalent positions as compared to the 12.72 full <br />time equivalent positions currently available; and <br /> <br />WHEREAS, an additional 2 full time equivalent <br />positions would require the expenditure of already limited <br />City resources to provide wages and benefits as well as <br />equipment to allow the additional personnel to perform their <br />duties; and <br /> <br />WHEREAS, the City Council realizes that in view of <br />the City's limited resources the level of maintenance of <br />the Parks and Public Works Infrastructure may be improved <br />through the introduction of more efficient methods and <br />practices and improved employee t~aining and motivation; and <br /> <br />WHEREAS, the City Council wishes to ultimately <br />achieve the desireable level of maintenance by way of <br />improved practices and training as well as additional <br />funding or manpower, when available. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council <br />of the City of Mounds View adopts the "Current" Maintenance <br />Standards, which are hereto attached and made a part hereof <br />presented by the Parks and Recreation and Public Works <br />Departments as the accepted standards for maintenance of the <br />City's parks and public works infrastructure. <br /> <br />BE IT FURTHER RESOLVED that the City Council directs <br />the Parks, Recreation and Forestry and Public Works Depart- <br />ments to establish annual goals through the City's Long-Term <br />Financial Plan and Annual Budget documents to dedicate <br />additional resources or introduce operational efficiencies <br />and improved employee training that will implement the <br />"Desireable" Maintenance Standards which are attached hereto <br />and made a part hereof. <br />
