Whether such use \viII tend to or actually depreciate the area in which it is proposed. <br /> <br />Increasing the size of the existing garage lvill have ([/1 immediate positive impact on the property <br />value for the su~ject property, and m(~v actual(v increase the perceived values qf the homes <br />surrounding 8100 Long Lake Road in that vehicles which were once parked or stored outside <br />would be stored inside the garage addition. It is not conceivahle that this garage addition would <br />depreciate the surrounding area in any wczv. <br /> <br />5. The demonstrated need for such a lIse. <br /> <br />The existing garage is too smal/ fin' the need\' (?lthe proper~v O1l'ner. 717e applicant desires a large <br />enough garage to park his vehicles il/side, protectedfi'om the elements and possible vandalism. <br /> <br />WHEREAS, the Mounds View City Council makes the Following findings regarding the <br />criteria for approval ofa conditional use permit, as required by Section 1125.0] Subd.3.b.: <br /> <br />1. <br /> <br />The use will not create an excessive burden on existing parks, schools, streets and other public <br />facilities and utilities which serve or are proposed to serve the area. <br />The use will not cause traffic hazards or congestion. <br />Adequatc utilities, access roads, drainage and necessary facilities have been or will be provided. <br /> <br />7. <br />8. <br /> <br />Adding an addition to the garage, even one as large as is being requeste(1, would not create a <br />greater impact on existing public./llcilities, parks. schools or services, 011 utilities or access road\', <br />nor would it create an increase intrt(ffic on ac!jacent streets. <br /> <br />2. The use will be sufficiently compatible or scparated by distance or screening from adjaccnt <br />residentially zoned or used land so that existing homes will not be depreciated in value and there <br />will be no deterrence to development of"vacant land. <br />3. The structure and site shall have an appcarance that will not have an adverse effect upon adjacent <br />residential properties. <br /> <br />Because this is a small lot, the expanded garage would have little visual screening. In terms l?f its <br />relationship with the two ac!joining properties, the garage is separatedfi'om the proper()' to the <br />north by another garage, so the expansion would have little impact upon that property. The <br />property to the west would l/ot be separated b.v II/Ucll distance or any ph~vsical screening. <br /> <br />4. <br /> <br />The use, in the opinion of the City Council, is reasonably rclated to the overall needs of the City <br />and to the existing land use. <br />The use is consistent with the purposes of the Zoning Codc and the purposes of the zoning district <br />in which the applicant intends to locate the proposed use. <br />The use is not in conflict with the Comprehensive Plan ofthe City. <br /> <br />5. <br /> <br />6. <br />
