<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 2537 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION ESTABLISHING POLICY REGARDING THE APPOINTMENT OF <br />YOUTH TO COMMISSIONS AND COMMITTEES <br /> <br />WHEREAS, the Mounds View City Council has determined <br />that the appointment of youth to City Commissions and <br />Committees would be in the best interest of the community as <br />it would help prepare our youth to become contributing <br />members of the community; and <br /> <br />WHEREAS, the Mounds View City Council, after <br />consulting with members of the City's Commissions and <br />Committees has determined that the best role for youths <br />would be as ad-hoc members having an advisory vote and not <br />considered a member for purposes of determining quorum; and <br /> <br />WHEREAS, the Mounds View City Council has determined <br />that at times commissions or committees might exist where <br />youth members might not be appropriate due to the <br />confidentiality of the subject matter, <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the City Council <br />of the City of Mounds View establishes the following policy <br />regarding youth membership on commissions and committees of <br />the City. <br /> <br />1. Youth membership of no more than 2 is solicited <br />and is encouraged on all standing commissions and <br />committees, except when the City Council <br />determines that the commission or committee is <br />dealing with subject matter of a confidential <br />nature such as the Police Civil Service <br />Commission. In such cases, no youth shall be <br />appointed to those commissions or committees. <br /> <br />2. Youth members shall be ad-hoc members having an <br />advisory vote and not considered members for <br />purposes of determining quorum. <br /> <br />3. A full member of a commission or committee shall <br />be appointed to serve as a mentor for each <br />youth appointed to the commission or committee. <br />The mentor shall assist the youth in under- <br />standing the activities and responsibilities of <br />the commission or committee and the role it plays <br />in relationship to the activities of the City as <br />a whole. <br />
