<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION NO. 4504 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION OF SUPPORT FOR A COMMUNITY DEVELO~MENT BLOCK GRANT <br />FOR TOWNS EDGE TERRACE MANUFACTURED HOME PARK <br /> <br />WHEREAS, Towns Edge Terrace has submitted a Community Development <br />Block Grant application to construct a much needed storm shelter for its <br />residents; and <br /> <br />WHEREAS, on January 24, 1994, the city rejected Towns Edge <br />Terrace's emergency plan because it did not provide a safe evacuation <br />plan nor an appropriate shelter for the number of residents of the park; <br />and <br /> <br />Whereas, the park provides a home for a large number of low and <br />moderate income young and senior families; and <br /> <br />WHEREAS, the income levels of the park residents precludes <br />sufficient revenUes to construct a safe emergency shelter without <br />governmental assistance; and <br /> <br />WHEREAS, due to the unique location of the manufactured home park <br />which is separated from appropriate secondary shelter sites by Highway <br />10, which is difficult to cross at non peak times and near impossible at <br />peak times; and I <br /> <br />WHEREAS, the location of the park, the lack of appropriate o~ site <br />emergency shelter together with an emergency plan which has been <br />rejected by the City greatly underscores the need for the manufactured <br />home park to obtain CDBG funds to construct an adequate emergency <br />shelter. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT the City Council in and for the <br />City of Mounds View does hereby declare its support for Towns. Edge <br />Terrace's Community Development Block Grant application. <br /> <br />BE IT FURTHER RESOLVED THAT, the city Council requests that Ramsey <br />County give serious consideration to this application as the funds will <br />be used to provide a safe haven for men, women and children who, without <br />a suitable shelter, may be in jeopardy in times of severe weather. <br /> <br />is 14th day of February, 1994. <br /> <br />ATTEST: <br /> <br /> <br />(SEAL) <br />
