<br />. <br /> <br />. <br /> <br />. <br /> <br />RESOLUTION # 4530 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION APPROVING THE STP ISTEA GRANT FOR A PEDESTRIAN BRIDGE <br />ACROSS HIGHWAY 10 <br /> <br />WHEREAS, Highway 10 inhibits the safe and easy passage <br />by pedestrians and bicyclists because of the high volume of <br />traffic, the high speed of traffic, as well as the wide and <br />numver of lanes to cross; and, <br /> <br />WHEREAS, Highway 10 dissects the City of Mounds View in <br />half, discouraging pedestrian and bicycling mobility even though <br />the distances between facilities and services is short; and, <br /> <br />WHEREAS, the City of Mounds View has a system of <br />trailways planned by the Trailways Advocacy Group which will <br />provide for good pedestrian and bicycling transportation with the <br />only problem area being the safe passage across Highway 10; and, <br /> <br />WHEREAS, the accident rate on Highway 10 is significant <br />as documented by the Police Department and Highway Patrol, <br />providing good reason for means by which safe passage for <br />pedestrian and bicyclists can be accommodated; and, <br /> <br />WHEREAS, there are already sidewalks and trailways in <br />place leading to the services and facilities of the City located <br />on Highway 10, however, there is no means of safe passage across <br />Highway 10 to connect these sidewalks and trailways across <br />Highway 10; and, <br /> <br />WHEREAS, the City Council of the City of Mounds View is <br />interested in providing for the safety and welfare of it's <br />citizens. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT the City Council of <br />the City of Mounds View does hereby approve the submission of a <br />grant through ISTEA, in the STP classification for the <br />installation of a pedestrian bridge across Highway 10. <br /> <br />NOW BE IT FURTHER RESOLVED THAT the City of Mounds View <br />is committed to 20% of the cost of the bridge and continued <br />maintenance of the facility. <br /> <br />Adopted this 28th day of March, 1994. <br /> <br />ATTEST: <br /> <br /> <br />(SEAL) <br />
