RESOLUTION 8467 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION AMENDING AND RESTATING RESOLUTION 4532, AN ENABLING RESOLUTION ESTABLISHING THE MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY UNDER MINNESOTA STATUTES, SECTIONS 469.090 THROUGH 469.108 WHEREAS, the City of Mounds View (the "City") is a municipal corporation, organized and existing under the laws of Minnesota; and WHEREAS, the Mounds View Economic Development Authority("EDA") is a public body corporate and politic under the laws of Minnesota; and WHEREAS, the EDA was established by the City in Resolution No. 4532, an enabling resolution adopted on March 28, 1994 (the "Enabling Resolution"); and WHEREAS, the EDA and City now desire to modify the Enabling Resolution pursuant to Minnesota Statutes, Section 469.093, subdivision 2; and WHEREAS, the EDA and the City desire to grant the EDA pursuant to Minnesota Statutes, Section 469.091, subdivision 1, specific authority to exercise all powers granted to a Housing and Redevelopment Authority under Minnesota Statutes, Sections 469.001 to 469.047; and WHEREAS, the City has conducted a public hearing on this Resolution and has provided written notice of the public hearing in a newspaper of general circulation within the City once a week for two consecutive weeks prior to the public hearing, the first date of which did not occur more than 30 days prior to the public hearing. NOW, THEREFORE, BE IT RESOLVED by the City Council (the "Council") of the City of Mounds View, Minnesota as follows: 1. Recitals. The City is authorized pursuant to Minnesota Statutes, Sections 469.090 through 469.108 (the "Economic Development Authority Act"), to establish an economic development authority for the City, and the Council desires to do so in order to promote the economic, commercial, housing and industrial development and redevelopment of the City and in order to consolidate the activities heretofore undertaken by or on behalf of the City in those areas. The City has caused notice of a public hearing on the establishment by the City of an economic development authority to be published in a newspaper of general circulation in the City once each week for two consecutive weeks, and pursuant to such notice, a public hearing on said question has been held by the City on the date hereof, at which hearing all persons desiring to present their oral or written comments on this proposal were given an opportunity to do so.
