RESOLUTION 6954 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION AUTHORIZING NON-RENEWAL OF THE MULTIPLE <br />DWELLING LICENSE AT 5701 QUINCY STREET <br />WHEREAS, Nicholas Parsons is the owner of property located at 5701 Quincy <br />St, zoned R-3, Medium Density Residential, legally described as follows: <br />SECTION 5 TOWN 30 RANGE 23 S 99 6/10 FT OF N 630 6/10 FT <br />OF W 150 FT OF NE 1/4 OF SE 1/4 OF SEC 5 TN 30 RN 23 <br />WHEREAS, on July 3, 2006, Staff inspected the premises at 5701 Quincy Street <br />and cited violations of the City Housing Maintenance Code, Chapter 1005, and <br />scheduled a follow up inspection for September 12, 2006; and, <br />WHEREAS, on July 6, 2006 and again on August 28, 2006, Staff issued a notice <br />of violation to 5701 Quincy for violations of Chapter 606 of the City Code, noxious <br />weeds; and, <br />• WHEREAS, on September 12, 2006 staff performed a follow up inspection of the <br />property located at 5701 Quincy St to verify corrective actions had begun and <br />discovered that no corrective actions had been completed at that time; and, <br />WHEREAS, during the follow up inspection staff spoke with the property owner <br />and learned that rental income being generated did not satisfy the mortgage obligations <br />and therefore the property was in a state of foreclosure; and, <br />WHEREAS, in a letter to the property owner dated October 11, 2006, staff <br />notified Mr. Parsons of the violations of Chapter 1012 and ordered all vacant dwelling <br />units to remain unoccupied and explained staff's intention to seek City Council <br />authorization for non-renewal of the multiple dwelling license. <br />NOW THEREFORE, BE IT RESOLVED THAT the City Council finds that the <br />property at 5701 Quincy Street is currently in violation of Chapter 1012 of the City code <br />and so orders the following: <br />1. All dwelling units at 5701 Quincy Street shall be vacated within 90 days. <br />2. All unoccupied dwelling units at 5701 Quincy Street shall remain vacant and <br />shall not be offered for occupancy until such time that it is demonstrated that <br />corrective actions have been completed and the proper multiple dwelling license <br />application and appropriate license fee has been received. <br />
