• RESOLUTION NO. 6958 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING A WETLAND BUFFER PERMIT FOR <br />7057 PLEASANT VIEW DRIVE; <br />PERMIT 2006-00864 <br />WHEREAS, Larry Beach has requested approval of a Wetland Buffer Permit for <br />a property of which he is the owner of record, property legally known as: <br />Lot 66, KNOLLWOOD PARK, Ramsey County, Minnesota <br />WHEREAS, the above-described property is zoned R-1, Single Family <br />Residential; and, <br />WHEREAS, said property is located within an identified wetland; and, <br />• WHEREAS, the City Council has found that wetlands within the City, as part of <br />the ecosystem, are critical to the present and future health, safety and general welfare <br />of the land, animals and people within the City, as well as within the Rice Creek <br />Watershed District; and, <br />WHEREAS, the City Council has in mind its statutory obligation to comply with <br />Chapters 104, 105 and 112 of Minnesota State Law, the regulations of Rice Creek <br />Watershed District, Regulations of the Department of Natural Resources, including <br />provisions for protected waters, Public Law 92.500 (Federal Water Pollution Control <br />Act), open space policies of the Metropolitan Council and its guidelines encouraging <br />protection and enhancement of marshes, wetlands in the flood plain area and the public <br />interest in preventing irreparable destruction or deterioration of valuable natural <br />resources; and, <br />WHEREAS, Section 1010.08 of the Municipal Code states that a Wetland Buffer <br />Permit is required when any construction activities are planned within one-hundred feet of <br />a wetland; and, <br />WHEREAS, the City of Mounds View has reviewed the survey and construction <br />plan and has found them to be acceptable; and, <br />WHEREAS, no development activities or disturbances of any kind will occur <br />within the wetland itself; and, <br />
