RESOLUTION 7030 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION AUTHORIZING ABATEMENT OF NUISANCE CODE <br />VIOLATIONS AT 2263 COUNTY ROAD H-2, MOUNDS VIEW, MINNESOTA, 55112. <br />WHEREAS, Donald J. Andrews is the owner of property located at 2263 County Road <br />H-2, zoned R-l, Single Family Residential, legally described as follows: <br />LAMBERT'S ADDITION E 55 FT OF LOT 13 AND EX E 100 FT LOT 14 BLK 2 <br />WHEREAS, on February 23, 2007 staff inspected the property located at 2263 County <br />Road H-2 in response to information received regarding inoperable vehicles outdoors and <br />exterior accumulations of junk and debris <br />WHEREAS, a notice of violation was issued to Donald J. Andrews, the property owner, <br />dated February 23, 2007 staff requested corrective actions completed to bring the property into <br />compliance with Sections 607.07 Subd. 2a and 607.06 Subd. 2c (1) of the Nuisance Code by <br />March 2, 2007; <br />WHEREAS, on March 1, 2007 staff performed a follow up inspection of the property <br />located and found that corrective actions had not been completed <br />WHEREAS, in a letter dated March 2, 2007, staff notified Donald Andrews of its intent <br />to appear before the Mounds View City Council on March 12, 2007 to request authorization to <br />abate violations cited in the Notice of Violation dated February 23, 2007; and <br />WHEREAS Donald J. Andrews is responsible for maintaining Nuisance Code violations <br />on the exterior of the above-said property that include, but are not limited to: <br />1. Exterior accumulation of plastic bags and garbage. <br />2. Exterior accumulations of junk and debris throughout the property. <br />3. Black Cadillac Parked behind house in yard. <br />4. Blue Buick parked in behind house in yard. <br />WHEREAS, the City Council finds that the nuisance code violations at 2263 County <br />Road H-2 constitute a Public Nuisance under Section 607.07 Subd. 2a and 607.06 Subd. 2c (1) <br />and the City may abate and assess the costs of said to the property taxes pursuant to Minn. Stat. <br />429.101; and <br />WHEREAS, the City has complied with the notification requirement for nuisance <br />abatement as stated in Section 607.09, Subd. Sb. of the Mounds View Municipal Code; and <br />WHEREAS, Donald J. Andrews, property owner of 2263 County Road H-2, will be <br />personally liable to the City for the costs of such abatement, including administrative costs <br />pursuant to Section 607.09, Subd. 7 of the Mounds View Municipal Code; and <br />
